General Assembly overrides veto of Voter ID law

By Robert Weber, LRC

Frankfort, KY - The Kentucky General Assembly voted today to override a veto of legislation that will impose stricter voter identification requirements across the state, starting with the general election in November.

The measure, known as Senate Bill 2, will require voters to present photographic identification at the polls.

"2020 is an important election year with many federal and state races," Sen. Robby Mills, R-Henderson, said before the Senate voted 27-6 to override the governor's veto of SB 2. "The most recent elections in Kentucky have shown just how important a handful of votes are and how even one illegal vote ... could change the outcome of an election."

The House of Representatives followed with a 60-29 vote to override.

What winter is this??

By Mike Watson

Yes, I saw the snow flakes earlier today, too! Yes, we can have snow in April, and even in May! This is Kentucky, so anything can come at any time of year. Don't get me started on that!

Growing up we were always informed of what 'winter' was in progress by what Mother Nature had in blossom:
  • Redbud winter, when they in fullest blossom, early April.
  • Dogwood winter, when the dogwood trees are in bloom, what we are experiencing now, mid-April
  • Locust winter, when the locust trees are in bloom, late April
  • Blackberry winter, when they are in bloom, early May
  • Linen Britches winter, when young men brought out their linen Sunday best to replace woolen wear, mid- to late-May
How many of you recall it snowing, or flurrying, on Derby Day--first Saturday in May? It has, more than once...

Cameron: COVID-19 scams targeting Medicaid beneficiaries

By Elizabeth Kuhn

Frankfort, KY - - Attorney General Daniel Cameron today warned Kentuckians of new healthcare scams targeting Medicaid beneficiaries related to the novel coronavirus (COVID-19) and encouraged consumers to report these scams to the Office of the Attorney General.

"During the COVID-19 pandemic, scammers may target Medicaid beneficiaries in order to illegally bill the Medicaid program for unnecessary services and equipment related to coronavirus testing and treatment," said Attorney General Cameron. "Our Office of Medicaid Fraud and Abuse is committed to protecting the health and well-being of beneficiaries by stopping scammers who abuse the Medicaid program. We encourage anyone who believes they have been a victim of Medicaid fraud during the COVID-19 pandemic to immediately contact our Medicaid Fraud and Abuse Hotline at 1-877-ABUSE TIP."

To profit from the current health crisis, marketing organizations, telemedicine companies, and labs may work together to solicit Medicaid beneficiaries for fraudulent COVID-19 testing. The marketing organization may provide an illegal kickback to a telemedicine company in order for a provider to sign off on administering both a COVID-19 test and a Respiratory Pathogen Panel Test (RPP Test). The RPP test is not required to test for COVID-19, but it allows the provider to bill the Medicaid program at a higher rate. Sites that administer testing using this illegal scheme often do not fully process the tests or provide beneficiaries with the results.

The following tips will help Medicaid beneficiaries avoid fraudulent COVID-19 testing sites:

Gov. Beshear says Kentucky is flattening the curve

By Crystal Staley/Sebastian Kitchen

Frankfort, KY - Gov. Andy Beshear said on Monday that a testing partnership is ramping up just as data is beginning to show Kentucky is flattening the curve in its fight against the novel coronavirus disease 2019 (COVID-19).

"Kentucky, you are flattening the curve," the Governor said, pointing to data from the Kaiser Foundation showing the commonwealth doing better than its neighbors in confronting the coronavirus. "What that means is you are reducing the cases that we have now. You are saving lives."

Sadly, Kentucky also saw the death toll from the coronavirus in the commonwealth surpass 100. Gov. Beshear ordered all flags at state buildings to be lowered to half-staff until sundown Monday, April 20.

"Every Kentuckian we lose is one of us," the Governor said. "Even if a report is one or two, it is still a loss to all of us."

Gov. Beshear said the first day of a partnership with Kroger aimed at launching drive-through testing was a success.
