She states her reasons in the letter linked to this picture, "...Our county jail is running in the red, and definitely in poor state of repair with conditions that are a "threat to society" such as moisture and mold, dysfunctional elevator that can't be repaired and the staffing shortages of both the jail and Sheriff's department..."
