Friends and family were the instigators for a surprise birthday party for Columbia Mayor Pamela Hoots Friday, July 10, 2026. It was held on the patio of Black Stallion Steakhouse. She thought she was there for trying out a new appetizer until she discovered being the guest of honor. She said she had no idea and was thoroughly unprepared for all the love and good wishes.
