I do think rumble strips would be helpful and really big signs indicating 'stop ahead' or similar. Every time there's an incident it's the number one topic of conversation for a while, then it fades until there's another crash. Telling people to slow down, pay attention, get off their cell phone obviously doesn't work. Any really good fix will be expensive.
