Click on headline for complete report with photo(s) By Ed Waggener The Adair County School Board had another history making session Thursday, April 21, 2016, with a preponderance of great news, as the body a 31-point agenda in less than one hour, with adjournment at 6:57pmCT. Action was taken on the long delayed new boiler installation at Adair County High School, major upgrades to school facilities were presented, school calendars were approved, revisions to procedures were approved, and the Board approved the first of several off-site board meetings. All Board members were present All Board Members were present: Lauren McQuaide (student member), Quin Lesley (Div 2), Lisa Burton (3), Floyd Burton (4), Mike Harris (5), and Terry Harvey (5) who was there for the close of the meeting. Floyd Burton, chair, presided, with presentations from Superintendent Alan W. Reed. Superintendent's Report upbeat Superintendent Reed's report was almost 100% optimistic. Among his announcements were the following: - Gas Metal Welding Class a resounding success. Mr. Reed said that the first graduates are now completing requirements for certification and that a new class is being recruited to start May 16, 2016. He said that tuition assistance is available from the Lake Cumberland Area Development District. - The Community Learning Center, to be located across from Adair County High School has made major progress, and has received authorization from the Kentucky Department of Education to proceed. The facility will be both for Adult Vocational Education and for career training for high school students. Courses will range from robotics to industrial maintenance certification. The center will be built with a combination of grants, earmarked funds, and bonds. - Mr. Reed reminded the board and audience of the Fourth Annual "Fly Me to the Moon Event," for scholarships honoring Hillary Hadley, at the Columbia/Adair County Airport, 735 Country Club Road, Columbia, KY, at 6:30pmCT, on Friday, April 29, 2016. Admission is free, he said, but donations to the Hillary Hadley Scholarship Fund will be accepted. - Soft lockdown. Mr. Reed said there was a "soft lockdown" for about 45 minutes earlier in the day while Columbia Police successfully negotiated with a man with a gun who was hidden in a culvert on West Frazier Avenue, about one-half mile from the campus. - New surveillance cameras. Mr. Reed said that new surveillance cameras on campus will give added security to the safety of the students, emphasized that the cameras are not being used in classrooms. - Partnership with Adair County Health Department for Walking Classroom. Mr. Reed said that he is working with Jelaine Harlow of the health department to create a Walking Classroom, outdoors in a grove between the ACMS football field and the Ag Building. Undergrowth is being cleared. Distance markers are being installed. Critters (including snakes) are being given encouragement to move along. Trees are being marked with identification. The idea is very much on trend - To improve health and cognition by moving while conducting classes, board meetings through Walk & Talk idea. - Giant step forward in technology and a thank you to the board. Mr. Reed pointed out two giant thank you cards, one signed by students of Adair County Primary Care to the board for providing new iPads, the second from Adair County Elementary, also signed by students, for the schools new Chromebooks. - Final approval from the state Buildings & Grounds for the installation of a new Boiler at Adair County High School, with Epperson Electric of Somerset submitting the low bid of $74,840 to win the contract. (Later in the meeting the board voted to approve the reconvening of the Adair County Local Planning Committee to consider the addition of the Learning Center to the District Facility Plan. - System losing long time administrator. Mr. Reed said that Sandra Wilson, who has trained a number of administrators, had announced her retirement at the end of the 2015-16 school year. She's one of the best of the best, he said. She is one of the great ones, he said. Mrs. Wilson is assistant principal at Adair County Elementary School. - Graduation at ACHS will be Friday, May 27, 2016 and the innovative Senior Walk, now being replicated at districts around the state, will be on Tuesday, May 24, 2016. He said that Brad Hughes of the Kentucky School Board Association has announced plans to attend. Eighth Grade Graduation will be May 24, 2016 he said. - Final Early Release Friday, will be Friday, April 29, 2016, Mr. Reed said. Then we will go into Test Mode, as the District prepares for end of year testing. Recognition of AARP Grandparent Essay winner A highlight of the Thursday, April 21, 2016 regular session of the Adair County Board of Education was the recognition of 5th Grader Trayton Stargel for winning the AARP Middle Cumberland Grandparent Essay Contest, and the announcement that Trayton's essay was a very close second place winner in the State AARP Grandparent Essay Contest. His grandfather, David Keith, accompanied him. Teresa Roy, conducted the segment. Others there in support of Trayton were Sandra Wilson, assistant principal at his school, Adair County Elementary, and, Alyssa Barnes, Amanda Webster, and Miranda Ellis all on the staff at ACES. Monthly financial statements approved The board unanimously approved the monthly financial statement presented by Disrtict Finance Officer Renae Smith. Her Treasurer's Report had an ending bank balance of $5,779,013.51 district wide. Boiler replacement approved Charles Wade of Shrout, Tate, Wilson, recommended the low bid of Epperson Electric of Somerset, KY, to replace the boiler at Adair County High School. The Epperson bid was for $74,840. Only two bids were received. The other was from Central HVAC for $89,500. The work will start his week, Mr. Wade said, and will not interfere with the system nor with school activities. The system will be completed following the end of the spring semester. The vote to accept the low bid was 4-0, on a motion by Mike Harris (Div 5) with a second by Lisa Burton (3), with Board Chairman Floyd Burton (4) and Vice Chair Quinn Lasley (2) joining in the affirmative. Terry Harvey (1) arrived after this vote was taken. The action came in the April 21, 2016 regular meeting of the board. Maintenance Supervisor David Jones reports David Jones updated the board on Buildings & Grounds, and commended Charles Wade of Shrout, Tate & Wilson for guiding the district through obstacles at Buildings & Grounds in Frankfort. He reported that the new Football Practice Field is complete, that five new street lights are ready to be turned on, that the geo-thermal field at Adair County Primary Center has been tested and is 100% ok. He said that lights were off one week at the ACHS Softball field, caused by a line collapse, but a new bore under Indian Drive has been completed and that the problem is resolved. Mr. Jones said that the Columbia/Adair County Utilities District had alerted 29,000 gallons of water had been metered at the Adair Transportation Complex. He said the plumbing contractor would be at the facility again on April 22, 2016 to find the problem and fix it. Mr. Jones said that the water has not yet been turned on in the Adair Transportation Complex. Mr. Jones said that the new Football Practice Field means that the Adair County High School Band will now be able to use the old football practice field as it's training area. "It's a win-win," he said. Board approves Election Day as snow make up day at AYDC only The board approved a change in the 2015-16 school calendar to use the Election Day, Tuesday, May 17, 2016, as a snow make up date at AYDC only. (Main Campus Schools will be out of school on election day.)The vote was 4-0 on a motion by Mike Harris (Div 5) with a second by Lisa Burton, with Quinn Lasley (2), and Floyd Burton (4) affirming in the voice vote. Board approves 2016-2017 calendar for Adair Youth Development Center The Board unanimously approved Dean of Students Robbie Harmon recommendation for the 2016-2017 Adair Youth Development Center calendar. Procedures approval The board unanimously approved revisions to the procedures manual relating to per diem meals on overnight travel and revisions coordinating the board's policies with recommendations for the administration of Title I funds. Board will hold May 2016 meeting at Breeding Area Volunteer Fire Department. The board voted to hold a special called meeting, at 6pmCT, on Tuesday, May 24, 2016, at the Breeding Area Fire Department Station, 26 Fire Station Lane, Breeding, KY. The Regular Meetings are at 6pmCT, third Thursdays, at the Board of Education Conference Room. The meeting is the first of several off site meetings planned. Consent Agenda Approved with one item tabled The Board approved 4-0 the following Consent Agenda, tabling only the "Approval of Construction Bill, Branscum Construction Company, Pay App #8" with no further explanation in the meeting: CONSENT AGENDA
