Columbia City Council Report, 4 Apr 2016 meeting In tonight's meeting
Click on headline for complete story By Ed Waggener The Columbia City Council met with Dr. Ronald Rogers presiding in the place of Mayor Hardwick, who was away on city business, at its Monday, April 4, 2016 meeting. Council members Craig Dean, Linda Waggener, Craig Lasley, Charles Grimsley and Mark Harris were present, along with City Clerk Rhonda Loy, City Attorney Marshall Loy, Gas Superintendent Ron Cook, Police Chief Jason Cross, and City Planning & Zoning Commissioner Roy Rademacher. Request from Columbia/Adair Chamber of Commerce Chamber of Commerce President Ellen Zornes came before the City Council during the time allotted for citizen comments. She requested the Council study becoming members/sponsors of the organization to help it stay strong. In the past money has been given to the Chamber but that was stopped three years ago. She recognized that anything the city contributes to financially must be for the good of the whole community, making reference to the Roadside Park on Hwy. 55 South, and to the annual Christmas in Columbia celebration, both done clearly for the public at large, she said. The idea was taken for study for a decision to be voted on at the May meeting. Council considers request from Lois Cunningham for Square Meals aid Council Members had on their desk a letter from Lois Cunningham asking for support for Farmers Market on the Square's Square Meals program, which provides free hot meals to children under 18 at the group's Square Cafe' concession trailer. Each week, a breakfast and lunch will be given out, made with foods right out of the market, with many of of the items donated by the vendors. Cunningham's letter asked the City Council to be a sponsor of the meals which are at three levels, Bronze, $100; Silver $200, and Gold $300. Acting Mayor Rogers said that the idea will be taken up after Mayor Hardwick is back. Evelyn Phelps reappointed to to the Columbia Housing Authority Board The Council voted 5-0 to approve the recommendation to re-appoint Evelyn Phelps to the Columbia Housing Authority for a new term expiring March 1, 2020. The vote came on a motion by Council Member Linda Waggener, with a second by Craig Lasley. In the Council Comments - Ron Rogers reported that the Trabue Russell House has been pressure washed, that the lawn mowing will start in the next few days. City Clerk Rhonda Loy reported that the guttering work is complete. - Craig Dean Inquired about the status of the city readiness for the change in alcohol sales. City Attorney Marshall Loy said that ordinances are being prepared in a timely manner. He said that city will not be officially wet for 60 days after the March 22, 2016 election. He said that ordinances are being drawn up now to meet the requirements. Dean also asked for an update on the drug situation in town. Chief Jason Cross responded that crystal meth, manufactured elsewhere and illegally brought into Columbia, now comprises 90% of the drug problem, replacing the methamphetamine labs which operated here in earlier times. He said that the big fear now is that heroin will become a part of the drug scene. He said that incidents related to drug use, fights, stabbings, and shootings are keeping the department busy. - Linda Waggener - Asked about the City's website and was told by City Clerk Rhonda Loy that it is being updated, and alerted the council members that photo(s) will be taken at the May meeting, that members should come in their Sunday best. - Craig Lasley - remarked that the repairs to the sidewalk on the square were a great improvement and that the work looked good. - Charles Grimsley - reported that one flower box at the Fountain Plaza is in need of repair. Grimsley said the many street lights are out. He reminded the council that the city is required to reserve one handicapped parking space for every 25 on the square, and that none are so marked at this time. Grimsley reminded the council of a Federal law on reflectivity on signs. He also requested that the basketball backboards at the City Park, inside the Adair County Fairgrounds, needed replacing and that garbage cans needed attention. - Mark Harris said that street light issues can be addressed by citizens who see one not working. "Just copy down the number on the light pole where a light is out, call the City Clerk and she can get action on it quickly, sometimes the same day." The number at City Hall is 270-384-2501.
