Town meeting: regionalization, budget, HB 463, VA, more

Will there be a "Heartland Caucus?" Regionalization, working together, was a highlight of town meeting at the Adair Public Library. Will HB463 be revised to toughen up on crime after murder of Daniel Ellis? These and other topics were discussed.

KY State Sen. Max Wise and State Rep. John "Bam" Carney welcomed Adair Countians in an open town meeting December 28, 2015 at the public library for news and discussion of State Government. The meeting was the second of six county town meetings before the Legislature begins its long 60-day session on Tuesday, January 5.

The mood of the meeting was inclusive. Victoria Pike said afterward, "I think both men reached across the table to show how important it is for all of us to work together."



Budget first

Before other topics, the budget was first on the table.

"You are going to hear Gov. Bevin say that we are in a budget crisis," Wise said, "and we agree with that. Our state has a lot of bonded debt that doesn't get discussed much but Gov. Bevin is clear that it will all be considered." He looks for a lot of cuts to be announced, especially areas of Health and Human Services. He said he probably won't know specific answers until the budget announcement is made by Gov. Bevin in the middle of January. "If Kynect is dismantled that word has to go to the Federal Government one year in advance. The 2016 advertising budget for Kynect has been canceled, so that is a sign that the program will be altered," Wise said.

Pension systems, both state workers and teacher's pension funds, will be dominant the discussions this session.

Questions for the two leaders centered around the subjects of protection of the Constitution, especially gun control, VA medical services, education, the penal system, potential for legalization of medical Marijuana use in Kentucky and the need for discipline in the home.

Both Wise and Carney noted the emphasis to be placed on House Bill 463, in great part because of what happened to Adair County native Daniel Ellis.

Carney said, "Daniel Ellis was murdered by a criminal who had been freed after 50+ arrests and 12 felonies." Carney said HB 463 was originally intended to keep low level drug offenders out of the penal system through rehabilitation, however the original bill has "caused such a softening of the system that when two of nine parole board members showed up for his hearing and set him free, and a week later arrested him again and again he was released on bond -- the result of the spiral was the murder of Ellis."

Regionalization

Representative Bam Carney said, "You will hear me talk about regionalization -- if we don't work together our rural area will not get representation in the budget.

Carney and Wise say they would like to see a "Heartland Caucus" to give voice to this region. Those counties would include Hardin, Marion, Washington, LaRue, Green, Taylor, Adair, Russell, Pulaski, Cumberland and Clinton.

Carney said, "You notice eastern Kentucky works together, Northern Kentucky does, Western Kentucky does, and we need to stick together in this region for budget issues, regardless of party issues."

Education

One thing Wise and Carney say they do not agree with is education cuts. They both are in favor of putting more money from the budget back into local control, they favor vocational training and continuing work on career readiness.
