Adair Fiscal Court, July 9, 2013 meeting report

In Last night's July 9, 2013 regular meeting:

The Adair Fiscal Court voted 6-0 with one abstention, to donate $2,500 to the Columbia/Adair County Chamber of Commerce, with a stipulation that the amount would be reviewed on a quarterly basis, after C/AC Chamber President Roger Meadows made an appeal for a $5,000 in support. A $5,000 line item for the civic club had been in the budget, but because of a tighter financial situation this year, no money had been given the group.

Mr. Meadows cited among other reasons, three of the Chamber's activities, the Christmas in Columbia festival, the Roadside Park, and the Chamber's venue for meeting.




He said that Chamber Membership has been declining in recent years, and currently stands at 175 members. He said the decline is largely due to the hard economic times, especially as it affects small businesses. He said that the Chamber will be raising dues in the future to augment its budget, and said that the local Chamber's dues are among the lowest in the region. He said that changes in the organization's annual banquet resulted in a net profit this year. Still, the group faces a shortfall of $3,421 this year.

The action was taken last night, Tuesday, July 9, 2013, at the regular monthly session, at which all seven magistrates were present. Voting for the action were Magistrates Harold Burton (1), Daryl Flatt (2), Perry Reeder (4), Billy Dean Coffey (5), Joe Rogers (6), and Billy Rowe (7). Abstaining was Magistrate Sammy Baker, who is on the board of directors of the organization.

Treasurer reports $857,269.71 reconciled balance, all funds

Adair County Treasurer Barry Corbin reported a reconciled balance of $857, 269.71 in all funds at the end of June 2013. The unencumbered amount is $649,762.54. His report was unanimously approved. The treasurer also received approval to make budget transfers, if and as needed, in the coming months of up to these amounts: $10,000 from the General Fund to the Green River Animal Shelter; $60,000 from the General Fund to the Jail Fund; and $10,000 from the General Fund to the 911 Fund.

Budget transfers year to date as of July 9, 2013, as reported by the treasurer include $445,000 to the Jail Fund; $95,500 to the Green River Animal Shelter; and $85,000 to the 911 Fund. The court unanimously voted to approve the transfers, if needed.

Court Order approved to send back unspent Hazardous Waste Grant money

The court unanimously authorized refunding of $10,217.53 in unspent Hazardous Waste funds to the Kentucky Division of Wast Management. The court had received $20,620 for its first Household Hazardous Waste take back.

Court gives $5,000 to Soil Conservation for Dead Animal disposal

Jason Grider, an Adair County Soil Conservation District board member, asked the court to give $5,000 to the depleted large animal fund administered by the Soil conservation district. The money is already in the budget and the court approved unanimously, on a motion by Billy Rowe (7), and Perry Reeder (4). Jimmy Bennett, also a board member, accompanied Mr. Grider.

Court approves application for a grant for Knifley and Breeding Fire Departments

County Judge Executive Ann Melton asked for approval to sign applications on behalf of the Breeding and Knifley Fire Departments for grants for special equipment. Judge Melton said the request was made by Brandon Harvey, Training Officer for the Breeding department. The vote was 7-0.

County Clerk receives approval for line item transfer

The court unanimously approved the transfer of $1,400 from the budget in County Court Clerk Sheila Blair's office from full time salaries to part time salaries. The clerk said that the transfer would allow 2 part time employees per day through the end of July, 2013, while not affecting the overall budget of the office.

Green River Animal Shelter report

The magistrates received the June Report for the Green River Animal Shelter. Intake included 65 animals from Animal Control Officer Jimmy Harmon and 79 walk-ins from Adair County; 29 animals from Casey, and 16 from Green. The shelter sent 43 animals to rescue. Seven were adopted. 109 were euthanized. Collections for the month included $55 from rescue; $404 from adoptions, $125 in donations for a total of $584 in revenue.

The animal shelter also filed its annual report for 2012-2013, which included intake of a total of 1,394 animals, with 626 from Adair Animal Control Officer Jimmy Harmon, Adair walk in surrenders of 570 animals; 129 animals from Casey County, and 69 from Green County. The shelter euthanized 698 animals, sent 518 to rescue, and 105 were adopted. Collections for the year included $5,557 in adoption fees, $1,35- in rescue fees, donations of $2,482, surrender fees of $323, license fees of $55 and reclaim fees of $40, for a a receipts total for the fiscal year of $10,045.

The court approves hiring of Edna Josephine at GRAS

The court approved the hiring of Edna Josephine as a part time employee of Green River Animal Shelter, at a salary of $7.75 per hour. The vote was unanimous on a motion by Sammy Baker (3), seconded by Perry Reeder (4).

Jobe Darnell gives road report

Adair County Roads Superintendent Jobe Darnell's report was approved unanimously. Darnell said that sickness, and a shortage of operators, had slowed work in June, due in large part to vacations and sickness of several employees, but that the department had been able to get mowing of county roads up to date. The county's new Total Patching pot hole repair system was curtailed because of a shortage of truck drivers. The county has two bridge projects to start, too, he said.

Magistrates approve second reading of Nuisance Ordinance Amendment

The Magistrates unanimously approved the second reading of the nuisance ordinance, 7-0, on a motion by Daryl Flatt (2), seconded by Billy Rowe (7).

Sheriff's Report unanimously approved

Sheriff Harrison Moss gave the following report for June 2013:
  • 38 Warrants of arrest served
  • 8 Criminal cases opened
  • 16 Call response reports written
  • 10 Emergency protection orders served
  • 1 Domestic abuse cases worked.
  • 7 Non-injury accidents worked
  • 5 Injury accidents worked
  • 25 Out of county transports
  • 16 Citations written for criminal activity
  • 37 Civil process papers served
  • 5 Criminal summonses served
  • 110 Subpoenas served
  • 92 Hours of court security provided
  • 109 Vehicle inspections done
The report was approved 7-0, on a motion Billy Rowe (7), with a second by Sammy Baker (3).

A.L. Sinclair reports there are openings at Adair Recycling Center

County Solid Waste Coordinator A.L. Sinclair reported that the Adair Recycling Center has openings for two part time employees. The grant funding for the positions requires that the applicants be 55 years of age or older, be unemployed, and be actively seeking work.

Reading of roads

The Court approved (all second readings except where otherwise noted) of the following:
  • District 1 - Harold Burton, Magistrate - adding Tommy Burton Road off Liberty Road, .222 mile
  • District 3 - Sammy Baker, Magistrate - Adding to county maintenance: J. Samuel Road off Union Church Lane extension of .292 miles and Macky Sppon road off Jr. Sppoon road, extending .265 miles, and tabling second reading on Beaver Lane off Sandlick Road. The court approved a first reading of adding J. Compton, .210 miles, to county maintenance.
  • District 4 - Perry Reeder, Magistrate - approving the naming of a private passage, Twin Oaks Drive off Moss Cemetery Road
  • District 5 - Billy Dean Coffey, Magistrate - Adding Phipps-Keltner Road off Milltown Road, .34 miles, to county maintenance. The court also approved a first reading for adding Oscar Way off Greensburg Road to county maintenance. Measurement yet to be determined.
  • District 6 - Joe Rogers, Magistrate - Bradshaw Road off Bridgewater Road, adding .07 mile to county maintenance
  • District 7 - Billy Rowe, Magistrate - McDonalds Drive of V.P. Henry Drive, adding .07 miles to county maintenance and Sunflower Way off Taylor Ford Road, adding .326 miles; and first reading, 15 MPH Speed limit on Clifty View
Jailer Rick Wilson gives Adair Regional Jail Report

The Court unanimously approved Jailer Rick Wilson's report for June 2013, which showed total billiings of $69,668 for the month and net of $51,102.18 billed after Adair County inmates charges deducted, booking fees added, other income, per diem charged, home incarceration fees, and Cumberland County medical fees of $272.

The Jailer's annual report was also approved unanimously approved unanimously.

The Jailer asked for, and received, court approval to sell a surplus 2000 Crown Victoria car and a commercial washing machine.

Committee reports

The court heard and approved committee reports from the Jail, Special Districts, Transfer Station, Building Inspector, Human Rights Committees. All the reports were unanimously approved.

Court approves full time employment for Charlie Crawhorn

The court approved a recommendation from Magistrate Billy Dean Coffey, its representative on the C/AC Parks and Recreation Board, to move Jim Blair Park Manager Charlie Crawhorn to a full time postion contingent on Crawhorn's success in covering the increased cost with revenues from park activities. The hiring is on a six months trial period, with a review after 3 months. Mr. Crawhorn will receive $10 per hour in the full time position.

Routine matters pass unanimously

Routine court matters, including minutes and bills and additional bills were passed unanimously.

The meeting was adjourned at 8:16pmCT, with County Judge Executive Ann Melton urging everyone to go to the Adair County Fair. In attendance were Judge Melton, presiding; all seven magistrates, County Sheriff Harrison Moss, County Attorney Jennifer Hutchison Corbin, Jailer Rick Wilson, County Treasurer Barry Corbin, County Solid Waste Coordinator A.L. Sinclair, County Roads Supervisor Jobe Darnell and Tom Brock, C/AC Chamber President Roger Meadows, Adair County Public Library Director Lee Ann, Jessee, County Soil Conservation members Jason Grider and Jimmy Bennett, members of the media, and a good number of interested private citizens.
