CAUD commissioners closer to restarting Downtown Project

Work could resume in a matter of days on stalled water line replacement in work promised, along with sewer updates, to the City of Columbia prior to merger

By Ed Waggener

The CAUD, Columbia/Adair Utility District commissioners may need only one more session to get the Downtown Project restarted after Southern Backhoe, the original contractors, abandoned the project in November 2012.

The board met at 4pmCT, this afternoon after hearing from the bond holders for Southern Backhoe, who said they are prepared to work quickly to come to an agreement and make a cash settlement to allow CAUD to enter into a contract to finish the job.

The Utilities first choice for the project is a Columbia firm, Stotts Construction Company, who installed the water main from the water treatment plant to the Shepherd storage tank and won high praise from landowners, the engineer on the job, and utility management.

The Board of Commissioners will meet again at the utilities conference room at 109 Grant Lane, Columbia, KY, on Friday, March 21, 2013, at 4pmCT after the engineer and legal council and Stotts Construction Company arrive at what they term a non-negotiable figure to present to the bonding company which provide enough money to finish the job. Board member Barry Stotts, whose family owns Stotts Construction Company, is abstaining from taking any actions while it is making its decision.

Engineer David Bowles said there is every reason to believe a restart of the project could come within days.

Present at the meeting were Chairman Robert Flowers, and members Barry Stotts, Rudy Higginbotham, David Jones and Tim Baker; Board Attorney Marshall Loy, General Manager Lenny Stone, Office Manager Jennifer Carter, and media representatives.
