Columbia City Council meeting, April 4, 2011 report

The Columbia City Council voted unanimously to increase the payment to the Adair County Fire Department for the lease of space in the Fire Station at 201 Merchant ST, Columbia, KY, by $250 per month starting July 1, 2011.



The request followed a presentation by Columbia Fire Chief Mike Glasgow, who told the council that the present lease, at $1,000 per month, had not been increased since 2006, when the county fire department enlarged the fire station to accommodate Ladder 1, the $750,000 fire truck purchased by the city, then.

The vote came on a motion by Councillor Robert Flowers, seconded by Linda Waggener, after Councillor Waggener endorsed the request and on the recommendation of Mayor Mark D. Harris, who said, "We've got the best fire department in this part of the state, no matter which road you go out of town." He praised the department for it's effectiveness and for its high standards. "It's easier to get in the United States Marine Corps than to get on the fire department," he said.

Chief Glasgow had responded to Councillor June Parson's request for a reason for the increase. He noted that the County Fire Department has to send tanker trucks with water to every structure fire in the city. He said that, at the moment, the firemen have no hydrants in Green Hills or on Parrott Avenue, and that some of the city water is still too dirty when it comes through the hydrants to use in the expensive fire trucks. "That," he said, is "why we have to roll county fire department trucks when a fire in the city occurs."

He also said that, while there had been criticism of the purchase of Ladder One, it has more than proved its worth when the Columbia Fire Department was the front line in dousing the fire at the old Fruit of the Loom plant in Campbellsville.

Glasgow said that the Columbia Firemen were acting then on a mutual aid agreement. He said that Columbia goes to the aid of neighboring communities just as they do when there is a fire in Columbia, and cited the horrendous Adair Hotel fire in the 1970's when five lives were lost, as an example. "Campbellsville firemen came to our aid without hesitation," he said adding that the aid was at no expense to Columbia and that when Ladder One was taken to Campbellsville to fight the Fruit of the Loom fire, it was done at no expense to the City of Campbellsville.

"If a bad fire were to occur in Columbia tomorrow," he said, "we could have 90 firemen here in 30 minutes, ready to assist us, at no cost to the community."

He also noted that Ladder One can extend high enough to fight fires in the upper levels of all Lindsey Wilson residence halls, including the high rises.

Two appointments made to Columbia/Adair County Economic Development Board

Mayor Harris recommended, and the council approved in separate voice votes, unanimously, the appointments of Columbia insurance man Dan Antle, and United Citizens Bank CEO Ron Wise, to four year terms on the Columbia/Adair County Economic Development Board (CACEDA). The vote for Wise was conditional on there being no requirement that members of the CACEDA be residents of Columbia. Wise, who was praised by fellow bank CEO and Columbia Councillor Robert Flowers as being very capable, is a resident of Taylor County.

Both appointments need the joint approval of the City Council and Adair Fiscal Court, Mayor Harris said. Fiscal Court will act on the appointments at its Tuesday, April 12, 2011, meeting

Council hears first reading on budget amendment

The council heard a first reading on a budget amendment to account for unanticipated revenues and expenses. The measure was introduced by Councillor Craig Dean and read by City Attorney Marshall Loy. No action is taken on first readings of ordinances for the City of Columbia.

Mayor reminds Council of Spring PRIDE CLEANUP

Mayor Harris reminded the Council of the City's PRIDE Spring Cleanup. It will kick off in the Municipal Parking Lot, on Reed ST behind City Hall, 116 Campbellsville ST, Columbia, KY, at 9amCT, Saturday, April 30, 2011.

Well Walk reconstruction plans complete

Mayor Harris said that Greg Eastham, the city's consulting engineer, has completed plans for the reconstruction of the walk in front of Best Buys, Farmland Publications and Dr. Janella Brown's office, historically known as The Well Walk. He invited the Council to review the plans prior to work beginning.

The mayor reported that a sign on Greensburg Street at Dillon Street, directing traffic to continue on Greensburg ST to the Adair County Schools campus had been erected by the Kentucky Highway Department and that work on correcting internet map companies errors is underway. The sign had been requested after residents of Rolling Hills complained of semi trucks trying to access the school campus from Page Street, as indicated erroneously, on at least one internet mapping service.

Council comments

In the Council Comments segment:
  • Councillor Craig Dean reported plans for the Parks & Recreation Board, with a comment that the P & R had hastily met (CM note: a previous note here, "Without notifying media, as required by Open Meetings Statutes" is in error, as Councillor Dean points out. The notice was sent, by Jelaine Harlow of the Adair County Health Department, and was even on Columbia Magazine.Com. Apologies to the P & R BD, Chairman Grimsley, with special thanks to Councillor Dean - EW) to authorize an application for a $20,000 health department grant. The application was turned down, he said.

  • Councillor Linda Waggener commended the Academic Teams for their best showing ever in State Governor's Cup competition and the Adair County High School Cheerleaders for their National Championship and suggested that a greater effort than ever needs to be made to offer opportunities to keep the students in Columbia.

  • Councillor Robert Flowers noted the near completion of the gas line along Heskamp and Guthrie Streets, and revealed that the City Gas Department has no equipment to finish the clean up, suggesting the need to buy more equipment for the gas department, now an orphan city department since its merger into the Columbia/Adair County Utilities District

  • Councillor Tony Grider commended the Fire Departments and the action taken by the council on Chief Glasgow's request for an increase in the lease payment. He also asked for a report from Chief Jason Cross on progress on the City Police Department's application for a grant for new City Police Cruisers. Chief Cross spoke briefly, saying that the application is looking good, but it's success or failure is yet to be known.

Ethan Curry leads pledge of allegiance

Following a tradition set into place by Mayor Harris at the January meeting of City Council, the Pledge of Allegiance was recited, this time led by Ethan Coomer, the son of Assistant City Clerk Jada Coomer and Eric Coomer.

Robert Flowers moves to adjourn

At 6:33pmCT, the Council adjourned on a motion by Robert Flowers, who is endeavoring to live up to the tradition of former Councillor Joe Moore. Flowers motion was, "In honor of Joe Moore, I move we adjourn," and so they did.

Meeting fairly well attended

The meeting was fairly well attended, with all the Council present, along with City Clerk Sonya Roy, Police Chief Jason Cross, City Planning and Zoning Board Member Roy Rademacher, Fire Chief Mike Glasgow and Fireman Charles D. Sparks, City Gas Superintendent Ron Cook, Assistant City Clerk Jada Coomer and Ethan Coomer, and members of the media.
