Timetable orchestrated to meet deadlines for consideration of funding at higher level by State Click on headline for complete story plus photo(s) By Ed Waggener In a relatively brief meeting of the Adair County Schools Local Planning Committee meeting yesterday, Monday, March 28, 2011, the LPC unanimously recommended the adoption of a $38, 473,307 facilities plan which includes the highest priority on a 600 student Pre-school/Kindergarten/First Grade school to replace Colonel William Casey Elementary School. The new structure, which is estimated to cost $13,360,347 by the board's architects, is the biggest project on the list. The LPC, chaired by Terry Partin, also recommended a time and date for a required public hearing. Following the action, which was concluded in approximately 30 minutes at 6:30pmCT, the Adair County Board of Education met at 7:30pmCT, and quickly approved the plan, the hearing date and location, and the new configuration for the schools. In his motion, to adopt the LPC's recommendation's, Board Member Mike Harris (5) also recommended - and the four members present approved - appointing Adair County Superintendent to chair the hearing. Harris' motion drew a second from Floyd Burton (4). In a show of hands vote called for by Chair Marsha Walker (2), the motion was approved unanimously, with all members present, including Joseph Payne (3) raising hands in favor. Board member Rebecca Turner (1) was not present. The new configuration plan calls for:
Principal Patty Jones, whose Colonel William Casey School is most affected by the plans, spoke strongly in favor of the revised configuration, which was re-affirmed in the final recommendation. Long range instructional facilities needs include the following: A new 65,736 s.f. PS/K/1 Elementary School, with a capacity of 600 students, on a new site to be determined. Estimated cost: $13,160.347. This school would replace the second oldest classroom structure on the campus, Col. Wm. Casey elementary.Management support areas addressed in the plan: Central Bus Garage with three bay bus capacity, a 4,800 s.f. structure, to be constructed at an estimated cost of $1,087,784.Discretionary Construction Projects in plan Athletics: New soccer field, new baseball field.Chairman Partin thanked the members of the LPC for their extraordinary efforts. They include Darrell Treece, Nikki Breeding, Tammy Hardin, Tonya Loy, Ambder Bledsoe, Donna Shirley, Cindy Smith, Jane Branham, Robbie Harmon, Patty Jones, Alma Rich, Ricky Bault, David Jones, Darrell Overstreet, (Terry Partin), Bryan Walker, Mike Harris, Sue Stivers, Sammy Hughes, and Mary Beth Spears. Superintendent Treece stressed that the plan outilines needs. Funding is yet to be solved. The timetable outlined calls for a well-advertised (public notice posted on ColumbiaMagazine.com last night) public hearing at Col. Wm. Casey School at 7pmCT, Thursday, April 14, 2011, with tour of CWC to precede at 6pmCT; board approval on Tuesday, April 19, 2011, and delivery of necessary documents and tapes to State Board of Education by June 30, 2011. When this is done, Superintendent Treece said, Adair County's capital needs would be increased from the $29 million presently on record in Frankfort to the new $38 million plus figure just approved. This, he said, will mean that when state funding is allocated, Adair County's will have a higher basis, and therefore a higher percentage of scarce State Capital resources in the next funding cycles.
