Columbia City Council report, August 2, 2010 meeting

Columbians woke up this morning with a new police chief. Sgt. Jason Cross was sworn in to succeed Chief Mark Harris, who resigned to devote full time to his campaign for Mayor of Columbia.

The action took place at the regular August meeting of the Columbia City Council, Monday, August 2, 2010.

All members of the Columbia Police Department were present, in a dramatic show of unity for the new chief and as a show of deep respect for outgoing Chief Mark Harris.



The policeman present were Officers Junior Murphy, Josh Brockman, Brad Scholl, Tracy McCarol, Jamie Cole, Charles Greer, Gary Roy, Kevin Atwood, and Codes Enforcement Officer Bill Bailey.

The new chief received unanimous approval in a roll call vote. Councillors Charles Grimsley, Craig Dean, Linda Waggener, Edwin Taylor, Joe Moore, and June Parson all voted in favor of Mayor Bell's recommendation in a roll call vote, following a motion by Councillor Edwin Taylor, with a second by Councillor Craig Dean.

Chief Cross is an 11-year veteran of the force. Mayor Bell called the new appointee, "A terrific young man." Cross' wife, Amanda, was present at the meeting. They have three children.

Skepticism about gas department fee increases

In other action, the Council heard a first reading of an ordinance amending - RAISING - tap fees, service call fees, connection fees, and returned check fees for the customers of the City of Columbia, KY.

No vote was taken, but the plan met with early skepticism about raising fees so early in the city's attempt to run the now orphaned utility instead of studying merger more carefully.

Councillor Edwin Taylor questioned the amount of money the increases would generate, and said that he favored tabling the issue until after the utility had had a chance to see whether it would work as a stand-alone operation.

New gas superintendent Ron Cook told the Council he did not know the approximate amount of the projected increase revenue, but said the City loses money on many taps, and cited the installation of a $4,500-plus tap at Lindsey Wilson College, for which the CIty was reimbursed, under the old schedule, only $200.

Councillor June Parson asked that the City study take a more in-depth look at the business side of the Gas Department. She also questioned why a higher percentage of leaks found were not repaired.

And Councillor Linda Waggener asked that the City move forward on possible merger of the City Gas Department with the new Columbia-Adair County Utilities Commission. She said that it would make sense, when streets and roads are torn up to construct new water and sewer lines to have gas lines installed at the same time.

The only citizen's comment made at the meeting, by Roy Rademacher, was a suggestion that the city consider a senior citizen discount on gas bills. Mayor Bell said he would look into the matter.

Council tables 2nd Reading of compensation ordinance

The council unanimously voted to table consideration of the 2nd reading of an ordinance upgrading the compensation plan of the City of Columbia, following a motion by City Councillor Edwin Taylor to do so.

Councillor Charles Grimsley seconded the motion, agreeing with Taylor that a complete study of salary schedules and the compensation plan should take place after the first of 2011, when the city will have a new Mayor.

Council directs the Mayor to evaluate truck bids

The Council instructed Mayor Pat Bell and his staff to evaluate separate bids for a new Garbage Truck for the Columbia Sanitation Department and for a new crew cab pickup for the Columbia Street Department.

Municipal Equipment Co., Louisville, KY, submitted tree bids for garbage trucks. One is on a Freightline, another an International, and the third a Kenworth chassis, with equipment which meets the city's advertised bid specifications. The prices range from $117,925 for the Freightliner to $120,940 for the International, and $125,965 for the Kenworth. Mr. Blakeman said that he has been selling garbage trucks to the City of Columbia over the past 20 years.

Similar action was taken on three bids, from three firms, for a new crew cab pickup truck for the Street Department. Harvey Ellis Motors of Columbia, KY, submitted a bid for $28,659.70 for a Chevrolet Silverado 2500. Don Franklin Ford-Mercury of Columbia bid $25,450 for a Ford F-Series Truck. And Franklin Chevy-GMC of Russell Springs bid $26,700 on a Chevy 2500 crew cab pickup.

The Mayor and his advisors are to analyze the bids and recommend the "lowest and best," at a Special Called meeting, expected later this month.

First reading flood ordinance

The Council also heard a first reading of an amendment of an ordinance amending the flood damage ordinance for the city of Columbia. The amendment takes into account new flood mapping just received. No action was taken on the first reading.

Drainage problem at Debbie Yates solved

Mayor Bell told the Council that a drainage complaint brought before the Council by Debbie Yates in July had been solved. He said the entire cost of the remedy was borne by the city.

Councillor Comments:

Councillor Charles Grimsley reminded the Council of activities of the Parks and Recreaton Board, including a Concert in The Park, at the Adair County Fairgrounds, with classic rock and roll, on August 21, 2010, at 7pmCT. On Labor Day, September 6, 2010, there will be a Concert in Town, at 3pmCT by Salvage Town. Grimsley reminded the council of ticket sales for the Wacky Quacky Duck Race, which is also on Labor Day, and of the Buy, Swap, Sell and Trade Day, which will be run in conjunction with a county-wide yard sale. Grimsley asked the Mayor to be brought up to date on the budgeting for fixtures for the new City Hall addition.

Councillor Craig Dean asked that the Mayor look into repaving streets in the Green Hills Subdivision. He said he was not happy with the surface of the road following the sewer installation in the newly annexed area.

Councillor Linda Waggener Commended the Adair Heritage Association for the highly successful Courthouse Cajun Dinner. She thanked the Bank of Columbia for providing the meal and thanked all the volunteers. She encouraged the Council to give full support to saving the landmark. Mayor Pat Bell agreed, and said that he had tickets for the event, but had been unable to attend.

Councillor Edwin Taylor asked about drainage complaints brought to the city from Randolph Lewis. Taylor said that the new Tennis Courts being build at Lindsey Wilson will result in even heavier runoff. He encouraged the the Mayor to do whatever has to be done to fix the problem. "We need to stay on this until it is done," he said.

Councillor June Parson commended the city administration for furnishing requested utilities reports. She questions the high percentage of leaks in the gas system which had not been repaired. She suggested that "serious conversation" be started to decide whether to merge the gas department with the Columbia-Adair County Utilities District or not. Councillor Parson asked Mayor Bell, again, to look at a fill which is sinking in the lot across Burkesville Street from the Columbia-Union Presbyterian Church.

Councillor Joe Moore on a signal from Mayor Bell at 6:49pmCT said, "I move we adjourn." And so they did.

Jason Cross sworn in as new Columbia Chief of Police

Jason Cross was sworn in as City of Columbia, KY Chief of Police last night, Monday, August 2, 2010, during the regular council meeting. The oath is adminstered, above, by Columbia Mayor Pat Bell. Mayor Bell recommended Cross for Council approval following the resignation of Chief Mark Harris, who will be devoting full time to his campaign for Mayor. The Councillors, Linda Waggener, Craig Dean, Charles Grimsley, June Parson, Joe Moore and Edwin Taylor, unanimously approved.

Bob Blakeman: His company submits only packer bids

Robert Blakeman, left had reason to stay and meet everyone after the meeting. His company, Municipal Equipment, Inc., had just submitted the only bids for a new packer truck for the Columbia Sanitation Co. Mayor Pat Bell and his administration are to review the three bids submitted by Blakeman's Company and make a recommendation to buy one of them at a to be announced called meeting later this month. It was also a visit with home folks. Blakeman is a descendant of the Harris family of Columbia who have figured prominently in Democratic politics, business, church, and civic leadership. His great grandfather gave the land for the original Lindsey Wilson Campus. In the photo, from left, are Blakeman, and Councillors Charles Grimsley, Craig Dean, and Linda Waggener.
