Adair County Fiscal Court report, July 13, 2010 meeting

In last night's Adair County Fiscal Court meeting, Tuesday, July 13, 2010, the court voted to move ahead with flood repair work from the May 2, 2010 disaster, and will borrow $644,000 from the Bank of Columbia, at 4%, to complete the work in advance of disaster relief money to be reimbursed within 18 months of President Obama signing the the disaster declaration for Adair County.



The action means the county will be on a pay-as-you go system for its 13% share of the costs of the reconsturction. In some cases, out of pocket money has been even more, which means that, at reimbursement time, the county will enjoy a boost beyond loan repayment costs..

The court unanimously approved the action on County Judge Executive Ann Melton's recommendation.

Judge Melton told the court that the money is guaranteed to be repaid, but said that the court should be aware that the Federal government can take up to 18 months to reimburse for the work.

The court had the option of borrowing the funds from the Kentucky Association of Counties (KACO) at the same interest, but KACO would have required that all the money be borrowed at once.

Judge Melton said that Robert Flowers, CEO of the Bank of Columbia told her that the county will be able to borrow money at the local bank as needed to complete the work.

By going ahead with the work, the county will not only keep roads in tip-top shape, but will save money in the long run, Judge Melton said.

The County Road Department has nine Work Now employees, whose cost is paid through the Work Now program of President Obama's American Recovery and Reinvestment Act. Without the temporarily borrowed funds, many of the projects underway would be put off for over a year and would have to be completed without these temporary employees.

"The citizens of Adair County have been very patient about the pace of the road work," Judge Melton said. "We need to move ahead with it now."

Good news on roads

Judge Melton asked for and received approval to enter into a Memorandum of Agreement for State funds to receive $136,000 in State Road Funds which will be used to repair Sulpher Creek RD and a stretch of Cane Valley RD, old KY 55, from KY 682 near Taylor's Farm Center to a stopping point near the Apostolic Church.

Road report approved

County Road Department Superintendent Jobe Darnell reported that his crews continue to work on flood repair and are now working on the new Sulphur Creek Bridge. Mowing has been completed for the second time in all but two districts. Darnell said that as dry as it is, a third mowing may not be necessary. He said it all depends on the Johnson grass.

He said that work continues with the Conservation grant to put Wire Mesh Rock Cages along creek banks. It is extremely hard work, but the cages are very effective, he said.

Judge Melton said that a conservation department liaison bragged on job the Adair County Road Department is doing. She said the conservation department manager said the Adair County work is the best he's seen.

The county has been granted a total of $58,000 to install the baskets, reimbursed as the work is complete. $42,000 of the work has been done, Judge Melton said.

Adair County basketball players recognized

Judge Melton recognized the accomplishments of Adair County Basketball players Kel Stotts and Chance Melton, members of the the travelling team Kentucky Elite Kings, who won a national championship this past weekend in Ft. Wayne, Indiana.

The boys returned to Columbia with a police escort to be greeted by a large crowd on the square, Judge Melton told the court.

Court hires Jackie Cravens

Judge Melton recommended the hiring of Jackie Cravens as a part time maintenance worker at the Adair Judicial Center at $9 per hour. The cost of the worker is fully re-imbursed by the Administrative office of the courts.

But a motion to promote 911 Dispatcher Adam Montgomery from part-time to full time at the Adair 911 center, moved by District 7 magistrate Terry Hadley, failed for lack of a second.

County Treasury at $875,909.68 at end of June

Adair County Treasurer Barry Corbin reported that the county has $875,909.68 reconciled balance total in all funds at the end of June 2010.

The amount, though much stronger than previous administrations, is somewhat lower because of flood related expenses. The situation is temporary, however, as the county will be reimbursed for much of the money spent on flood repairs.

Court votes to advertise bids for jail camera system

The court unanimously approve advertising for a surveillance camera system based on the recommendation of Deputy Jailer Eric Antle and a committee which also includes Magistrate Danny Goodin (1) and Magistrate Sammy Baker (3).

The system will have a total of 55 GE or equivalent video cameras. Twenty of these will be see-in-the-dark infra-red cameras. Twenty-eight will be rugged dome or vandal proof cameras. One will be wide angle, and six will be bullet cameras. The system will be expandable, the deputy jailer said.

The system will include two 42" monitors at the main jail and one 19" monitor at the Class D Facility.

Magistrate Goodin said that one jail using the system said that it had saved the county from facing at least three lawsuits.

The vote to approve advertising for bids was approved following a motion by Sammy Baker (3), and Terry Hadley (7).

The deputy jailer reported total billings for the facility for July of $105,516.44, with net billings, after Adair County's own cost of incarceration was deducted, of $87,965.56.

The court authorized the re-instatement of Danny Kelley as a part-time deputy jailer at his old pay rate of $8.16, the same rate he was receiving when he resigned on August 16, 2009. Chase Willis was approved for a deputy jailer's position, part-time, at $8.00 per hour.

Court approves payment of $12,000 for road department truck

The court unanimously approved authorizing the payment of $12,000 for a 1995 C-85 dump truck, currently borrowed from the State.

The court also authorized CJE Ann Melton to sign a county check in the amount of $500 to Adair County Sheriff's Department Deputy Alice Stephens for the 2009 Sheriff's Settlement. The sheriff's settlement for 2009, presented by Sheriff Ralph Curry, was unanimously approved.

Joey Curry appointed to board of assessments

Judge Melton recommended, and the court unanimously approved, the appointment of Joey Curry to a three year term on the Adair County Board of Assessments. He replaces Dale Hayes, whose term expired.

Great Progress being made on bridge over Sulphur Creek

Good progress is being made on the bridge over Sulphur Creek on Sulpher Creek RD in Adair County District 1, between Ella and The Millerfields. Adair County Judge Ann Melton said that based on her observations and those of Adair County RD Superintendent Jobe Darnell the new bridge will be open in as little as four weeks. "We'd really like to have it ready by August 4, when school opens, Judge Melton said, "but that that can't be guaranteed at this time. The main thing is to build it right - make sure it's safe for everybody when we do reopen the road."
