Adair County Fiscal Court meeting, June 8, 2010
By Ed Waggener In last night's Adair County Fiscal Court meeting, two long time, highly respected county employees retirements were announced. Adair County's 911 Coordinator Mary Allender, sometimes choking back tears, announced that she will be retiring as of June 30, 2010. Allender has guided the Adair County 911 mapping system from its beginning to its position now as one of the nation's best. Popular Adair County Road Department operator Gary Samuell was also honored after he announced that he will retire on the same day. Judge Melton presides with six magistrates present County Judge Executive Ann Melton presided at the meeting, which was held in the District Courtroom at the Adair Judicial Center, rather than the regular meeting place, in the basement of the Adair Annex, which is in use by the FEMA Disaster Recovery Center. As such, the Fiscal Court meeting was a "Special" meeting, and only items on the Agenda could be considered. Bids awarded Bids were opened and awarded last night, but the largest one, for chip and seal, was awarded conditionally. Gaddie-Shamrock of Columbia entered the only and lowest bid for chip and seal for county roads. The bid included a requirement that supplies be purchased from a Gaddie-Shamrock quarry. Moments earlier, the county had given it's crushed stone work to Burton Stone, the low bidder. Acting on instructions of County Attorney Jennifer Hutchison, the lawmakers awarded the bid to Gaddie Shamrock, excluding the condition that materials be purchased from the quarry. Hutchison told the court that the Gaddie Shamrock bid did not meet the specifications of the bid announcement as delivered to the court. The vote was 6-0. The county is considering the purchase or lease of equipment to repave with chip and seal through the county's road department. However, because of the massive flood recovery work needed, argued Magistrates Joe Rogers and Sammy Baker, doing so would put too much stress on the flood-fatigued county roads crews. Other bids awarded were to Asphalt Materials, for road oil, and to Shofner Pest Control for monthly pest prevention. KACO salt contract approved The magistrates approved a reverse bid Salt Contract for 2010-2011. County finances strong despite flood expenses Adair County Treasurer Barry Corbin announced that the Adair County Treasury has $932,328.51 reconciled balance in all funds. The balance remains strong, even though the county has been, and continues to be hard hit by the massive May 2, 2010, flood damage. The county is paying for repairs to the road system while awaiting Federal and State re-imbursement, which will return 88% of recovery costs but will leave the county with a 12% outlay. The court also approved emergency budget transfers which might be needed in the coming month. County considering making all buildings smoke free Adair County Health Department educator Jelaine Harlow appeared before the court to request that the county consider making all county buildings smoke free. Judge Melton said that two county offices, the Sheriff's and the County Attorney's in the Adair Annex, are already smoke free, and that the County Judge Executive's office is considering going smoke free on its own. She and fiscal court members appeared receptive to the idea, which has already been adopted in trend setter communities Campbellsville, Glasgow, Lexington, and Louisville. Judge Melton said that the matter would considered at a later meeting. Jail reports $87,735.91 in net billings for the month. Adair County Deputy Regional Jailer Eric Antle reported. Another round of personnel shifts at the jail were also approved. Tim Murphy will be part-time instead of full time, taking a 50 cent an hour pay cut. Stanley Sallee went from part time to temporary full time, with a 50 cent an hour increase. And David Bava was hired as a new part-time deputy jailer. The court delayed the purchase of a surveillance camera at the jail, after Judge Melton told them that inquiries she had made with Judge Ronald Wright of Casey County led her to believe that with less than 100% camera surveillance, it was no better than none at all. Tim Loy, with Columbia's Vision Communications, appeared before the court to outline the full, inside-outside surveillance system with internet capabilities. The court voted to advertise for bids based on the system outlined by Loy. The firm has done work for Walmart, Kroger, Bullitt Co. Schools, a Veterans Hospital, banks, Kentucky State Police, and other major clients. Approval to lay water lines The court approved allowing the Adair County Water District the right to lay water lines on its right of way along Bragg Road. Several actions were taken regarding roads In Magistrate Billy Dean Coffey's District 5, first readings were approved for changing Walker East RD to East Walker RD, and a 100 ft. extension was added to the Odell Baker RD. In Magistrate Sammy Baker's District 3, Beaver Lane, a private road off Sandlick RD, was given a second reading and was approved. In Perry Reeder's District 4, Richie Janes Rd off Old Gradyville RD, received approval on a second reading to remove the road from county maintenance. In Joe Rogers District 6, second readings were given to reducing speed limits to 35 mph for Robinson Ridge RD and Tucker Warren RD.
