In last night's City Council meeting, Columbia Mayor Pat Bell saved his biggest news for last: He will not seek re-election in 2010.

The news became evident as the Mayor began a review of the accomplishments of his administration and gave thanks to members of the administration, the Council, and Community leaders.

The mayor cited personal health reasons as his primary reason for leaving the job. He said that if he were 10 years younger, he could not be running away from City Hall.

But he said, "I don't think I need to be Mayor after the last of the year. I will not run for Mayor."



He added that he would not be a lame duck leader either, that he would continue his best efforts in the remaining six months of his administration.

Councillor Charles Grimsley is the only announced candidate for the post at this time.

City gives $1,000 to Adair A-teams

The City Council voted unanimously to give $1,000 to the Adair County Academic Teams, on a motion by Councillor Craig Dean, seconded by Councillor Linda Waggener. The gift does not match the $2,250 gift to the teams made by Adair Fiscal Court at the urging of Magistrate Sammy Baker in the Court's May 2010 meeting, but is the amount Craig Dean said the group needed to balance its budget for the trip.

Gaddie Shamrock wins street paving bid

Gaddie Shamrock, Columbia paving contractor, was the single and successful bidder for the 2010 City Paving contract. Gaddie-Shamrock bid $77,600 as a base cost plus additional paving at $80/ton of blacktop. Streets on the list for resurface work include all or parts of Carrie Bolin DR, Waterworks ST, Glenmary DR, Hemlock Circle, Pinetree ST, and Appleby ST.

Columbia Water Department water loss high

The Council received a report of the operations of the Columbia Water System, which showed that for the month of April, the system had 46% of water purchases unaccounted for, but added a footnote that the loss was high because 1.2 million gallons were used to flush the system in the month.

A target date for the department to be merged with the Adair County Water District is June 30, 2010. Plans to correct the problems of the antiquated distribution system in Columbia are already underway.

City approves 2009-10 budget amendment

The Council voted unanimously to approve amendments to the City's 2009-2010 budget. The changes include added Revenue of $908,540, and total expenses increase of $1,368,473. The amendment was unanimously approved.

Council hears first reading of 2010-2011 budget

The Council heard a first reading of the 2010-2011 budget which includes a 5% pay increase for City Employees. The budget presented by the Bell Administration also budgets $1,739,350 in anticipated revenue, the biggest share of which comes from the city's insurance tax, one of the highest in the commonwealth, estimated at $805,000 for fiscal year 2010-2011. The estimated actual insurance tax for the current year is $806,450.

The new budget anticipates occupational tax revenues of $35,000 in the coming year.

A special called meeting, later this month, to discuss possible changes in the budget, will also be a work session.

The deadline for approval of the final budget is June 30, 2010.

City Clerk Carolyn Edwards told the council that the budget is a good one, and is balanced.

Re-appointments to Economic Development Authority

Mayor Bell recommended, and the Council approved, the reappointment of Chairman Doug McCammish and member Kay Bowman to the Columbia-Adair County Economic Development Authority. The votes on each were unanimous.

City hears first reading to accept Bridgepointe streets

The Council heard a first reading to accept two Streets, Bridgepointe Circle and Bridgepointe Drive, into the city system. The streets are located off the Columbia Western Bypass in a new residential complex owned by Tommy Grider's Grider Properties.

Councillor Charles Grimsley announces concert schedule

Councillor Charles Grimsley, who is also Chairman of the Columbia Parks and Recreation Board, announced that Parks and Recreation Board will continue its Concerts in the Park series, starting with a June 19, 2010 appearance of "The Silver Eagle Band," a July 17, 2010 Gospel music group, "Living Prayer," and an August 21, 2010, classic rock concert featuring "Legacy."

He said that plans are still being finalized for the 4th Annual "Wacky, Quacky, Duck Race," to be held Labor Day at 2pmCT at a to be announced Russell Creek site, to be determined by how the creek is behaving.

He also announced that a new "Dragonfly Rider," for children 5-12, has been set up in City Park.

City urged to prepare for return of LWC football

Councillor Linda Waggener asked the Mayor and Councillors to remember that one of the biggest days in Columbia, the restoration of the football program at Lindsey Wilson College on September 4, 2010, is almost here. She asked that the City look into additional sidewalks between the campus and the Lindsey Wilson Sports Complex and for the city police to begin planning for the safety of the walking procession, led by the Lindsey Wilson Marching Band, from the campus to the sports complex.

Mayor Bell announces hiring of Gas Superintendent

Mayor Bell announced the hiring of a new Columbia Gas Superintendent, Ronald Cook, to head the only remaining City utility, the Gas Department. The salary of the new superintendent was not announced.

The announcement was made in the face of what appears to be growing rift between some members of the Council and the Bell administration over a business plan for the gas department and a growing sentiment in the community for a unified utilities system which would include the natural gas distribution system.
