Russell Co. shows 20% census participation gain in decade Mail in phase is over. Next the door-to-door head count will begin Russell Countians showed the greatest gain in mail-in U.S. Census participation, as reported thus far at 6amCT, Monday, April 19, 2010, of any county in the Seven County ColumbiaMagazine area. In 2000, only 56% of Russell Countians used the mail in form, but in 2010, that number has swelled to 74%, a gain of 18%. Here's how the gains in the decade looked for all the Seven Counties at 6amCT this morning:
