Alternative electric vehicles can now be licensed in Kentucky

Low speed electrics can be driven on roads with speed limits less than 45mph; golf carts, ATV's excluded from order. No electric vehicles yet licensed in Adair County. But in Simpson County, where electric cars are to be built, four should be registered soon

An administrative order signed by Kentucky Transportation Secretary Joe Prather allows "alternative electric vehicles" to be registered and titled for the first time in Kentucky.

The order, which is being sent to Kentucky's 120 county clerks, was prompted by an increase in consumer interest in electric cars and trucks.



Gov. Steve Beshear in August directed the Secretary to develop and implement standards for authorizing the use of certain electric vehicles on Kentucky roadways.

"Under certain prescribed conditions, the use of electric cars can - and should - be an important part of our efforts to offer cost-effective and energy efficient alternatives for our transportation needs," Gov. Beshear said. "I believe there is a market for these alternative vehicles and I'm excited about the potential."

Prather's order applies to alternative electric vehicles that at least meet federal safety standards for motorcycles. Their operation is restricted to roadways with posted speed limits of no more than 45 mph, of which Kentucky has 3,507 miles.

At 11:21amCT Wednesday, no one had applied for a license at the Adair County Court Clerk Sheila Blair said that so far, no one in Adair County has applied for a license for such a vehicle.

Cars scheduled to be built in Simpson County
Integrity Motors plans to begin production of ZAP electric cars in in Franklin, Simpson County, KY soon. So far, Simpson County Court Clerk Chip Phillips said, no ZAPs have been licensed there.

But Black's Auto Sales' Ronald Black says it won't be long. He has two ZAP pickups and two ZAP cars in stock. "The City has bought one. The Franklin School Board is getting another. Dueling Grounds race track is interested in one. and the Franklin Bank and Trust Company is getting another."

He said that cars sell for $13,600, but there are two rebates available, which could bring the price down to $11,600. One is his own, for $1,000 off. The second is a $1,000 manufacturer's rebate, but that is for Simpson County residents only, he said.

The vehicles cannot be driven across a roadway with a posted speed limit higher than 45 mph except at intersections with stoplights. Operators must have a valid license, are subject to all traffic laws and the same insurance requirements that pertain to motor vehicles.

Golf carts and all-terrain vehicles are specifically excluded from terms of the order.

Transportation Cabinet Secretary Joe Prather approved licensing the vehicles for travel on streets with speed limits of 45 MPH and less. The little cars have a range of 40 miles, run on 6 batteries, and just have to be plugged in for 1-4 hours to get a complete recharge. With three wheels, it's technically a motorcycle, and is licensed as such. In a few weeks, Integra Motors plans to begin manufacturing the cards in Franklin.

Electric ZAP pickup has a dump bed

ZAP ELECTRIC VEHICLE DEALER RON BLACK of Franklin, KY, demonstrated the diminutive electric pickup's manual dump bed. The three wheel vehicle also has drop down side panels, allowing conversion to a flat bed truck. Pickups have room for two passengers. A companion four door sedan carries four passengers. The three wheelers, licensed as motorcycles, are each priced at $13,600, but incentive rebates can lower the price to $11,600. Later inventory will be manufactured in Franklin, where local officials are hoping for employment of 1,000 in a factory north of town.
