Adair CO Fiscal Court Special Meeting June 8, 2006

  • Court approves record $4,028.062.40 budget.
  • Raise for Disaster Coordinator fails, as does increase in coroner expenses
  • New road employee item not discussed

The Adair County Fiscal Court approved a record $4,028,062.40 budget for fiscal year 2006-2007, beginning July 1, 2006. The total is up from the previous year's $3,546.82 total for all funds.

But a pay increase for the Disaster Management Director to $9,000 and a move to double the expenses of the Adair County Coroner did not get favorable receptions at the Thursday, June 8, 2006 meeting.


Judge Jerry Vaughan presided at the meeting. Second District Magistrate Wid Harris was unable to attend because of a medical appointment, but the other six magistrates were there.

All of the magistrates approved the budget, which also now includes $123, 600 for the Green River Animal Shelter, new in the budget year. In addition, Deputy Judge Gail Cowan said Friday morning following the meeting, $100,000 of the increase is because of the county is now paying that amount for the Cops in Schools program this year. In the first three years of the program the cost was borne by the Federal Government.

While the Cops in School program does increase the overall size of the budget, it does not appreciably create new costs for the county. The school board reimburses the county $50,000 as its share of the budget, and approximately three-fourths of the county's $50,000 share has been escrowed in past years in anticipation of the heavy fourth year expenditure, according to the Sheriff's Office.

Most of the other increases in the budget are spread across the budget.

Only a very small increase in the budget is shown for the Adair County Regional Jail, even though this will be the first full year for the new minimum security facility. Jailer William "Bug" Knight, said Friday morning, after the meeting, that is because the 2005-2006 budget had already anticipated a much earlier opening of the 38-resident unit, and was included in last year's budget.

In 2005-2006 County Budget, $861,648.93 was budgeted in the jail fund. The amount for the new budget is $1,125,230.00.

The new budget includes $50,000 for the Columbia-Adair County Industrial Authority (CACIDA), $10,000.00 for the Columbia-Adair County Chamber of Commerce (CACCC), $2,000 for the Rescue Squad, $1,000 for the Little League, $1,000 for Christmas in Columbia, and $3,5000 for fireworks the 4th of July Celebration.

No second for pay increase for Disaster Coordinator
Judge Jerry Vaughan recommended raising the Adair County Emergency Disaster Coordinator's annual salary to $9,000. Sixth District Magistrate moved for the increase, but the matter failed for lack of a second. The position is held by Greg Thomas.

Increase in Coroner Expenses rejected, 4-2

A proposal to raise the County Coroner's expense reimbursement from $100 a month to $200 failed by a 4-2 vote. The majority included Roger Stephens (1), Tony Loy (3), Billy Dean Coffey (5) and Joe Rogers (6). Magistrates Terry Farris (7), and J.M. Shelley (4), favored the increase.

No action taken on adding new road employees

The agenda included an item for the addition of new road employees. However, the matter was not discussed at the meeting.
