LIHEAP offers winter assistance - where to call It's the season to share the Low Income home energy Assistance Program (LIHEAP) program which may be able to offer one or more of the following types of assistance. The winter Crisis Component continues through March or until available funds are expended. Bill payment assistance, Energy crisis assistance, Weatherization and energy-related home repairs. LIHEAP is available to assist low-income households with home energy costs. There are two separate components of LIHEAP programs. Subsidy: Eligibility and benefit amount are based on income and type of fuel source. Clients do not have to be out of fuel or receive a past due or disconnect notice to qualify. Crisis: To qualify for the Crisis component, the home must be past due on their energy bill, subject to disconnection, or within four days of depletion of its energy source. The amount necessary to alleviate the crisis will be provided up to a maximum benefit. Occasionally and as funding allows, Spring and/or Summer LIHEAP programs may also be offered. Eligibility Households must be at or below 150% of the Federal poverty level, be responsible for home heating costs or pay heating costs as an undesignated portion of rent and have minimal liquid resources. In the Crisis Component, the applicant must be within four days of depletion of heating fuel or have received a disconnect/past due notice from a metered utility. LIHEAP is a federally-funded program to help eligible low-income households meet their home heating and/or cooling needs. The Kentucky LIHEAP program helps approximately 150,000 Kentucky families pay their heating bills each winter. The U.S. Department of Health and Human Services allocates funding to Kentucky through the Cabinet for Health and Family Services, which contracts with Community Action Agencies across the state to receive LIHEAP applications and provide recipient benefits.
