Commentary: Opportunity for change for Adair Co. By Mary Bardin Dr Jason Roop is presenting at 1pmCT on Oct 2, 2025, in the Basement of the Adair County Annex Building, 424 Public Square, Columbia, KY. I greatly appreciate anyone attending this presentation if possible. Dr Roop is Founder and CEO of the Center of Trait-Based Transformationand the creator of the Trait-Based Mopdel of recovery and Prevention. This trait-based model has been implemented in schools, treatment centers and justice involved programs across the Unit States.His research was published in Scientific Reports (Nature Portfolio) demonstating a 97.1 % program completion rate and significant improvements in depressiuon and anxiety symptoms. He has presented nationally at conferences including the American Psychological Association, the Association of Recovery in Higher Education and the RX Summit. The reason this presentation is so important to this community is the amount of Substance Use Disorder in this area, and the impact on the Judicial System and everyday lives of people. As most of you know, the Adair Regional Jail requires excessive amount of money to be transferred from county funds to maintain the existance of the jail. Magistrate Reeder announced at the Fiscal Court Meeting on September 23, 2025 the financial status of the jail being to the point of not being able to afford toilet paper for the inmates. He stated "this has to stop right now." Starting immediately, the inmates will be responsible for supplying their own toilet paper by purchasing from the commissary. Many of the inmates do not have family to place money on their commissary so I suppose if they go into withdrawals and have extreme diarrhea, they are "Poop up the creek." Adair Regional Jail houses State Inmates at the Class D facility, The jail offers 2 programs consisting of An MRT class for Moral Reconation Therapy, a workbook-based cognitive-behavioral program that uses 16 steps to help participants improve their moral reasoning, change negative behaviors, and develop positive attitudes and behaviors. The second is Anger Management. These classes are provided by Adult Education. They do a good job with this, but now have no funding to purchase workbooks. The Class D facility should be the part that actually is the money maker. The State of Kentucky pays Adair to house the inmates. However, the state transfers inmates to other counties because of lack of programs. I have had clients that had been incarcerated for lengthy periods of time, prepared for release to take care of their family and pick up the pieces. Instead they were transferred to other counties to get a Substance program. Some inmates were transferred here from counties that offered 17 or 18 different programs to find they would no longer be able to get their sentence reduced because of lack of substance programs. The Adair Regional Jail would certainly benefit by implementing programs, but also the community would benefit. I had a young lady call wanting to know how to get into this program and how she can attend. I think this would be of great interest in the community if they have the opportunity to participate. This Trait-Based Model offers life-time membership to the individuals giving the opportunity for resources, meetings and additional support. Sometimes it only takes someone understanding and listening. As I was leaving Fiscal Court Tuesday night, I overheard one of our magistrates refer to "just another damned drug addict." This is heartbreaking to hear this type stigma in our county court system. I don't recall ever hearing someone say" just another damned cancer patient" I certainly hope he never has to hear someone refer to his children as "just another damned drug addict." Yes, I feel very strongly about Substance Use Disorder, mental illness, incarceraton, children, depression, and feeling doomed for disaster. I feel strongly about people trying to pick up the pieces of their life. I feel by building on the inner strength of our community we can make a difference. I often see results. I witness people getting jobs, supporting their families and becoming contributing citizens of our community.
