Proposal would rename HWY 127 in honor of Joshua Phipps Rep. Josh Branscum of Russell County introduced a resolution to the Kentucky House Committee on Committees on January 8 that would rename Highway 127 in honor of the late Deputy Sheriff Joshua Phipps. House Joint Resolution 5 proposes to "Direct the Transportation Cabinet to designate United States Route 127 in Russell County as the Deputy Sheriff Joshua Phipps Memorial Highway."
