Letter: Need option for safe application for Utility Relief

I'm really shocked that there's no way to apply for this without going in and exposing yourself in a very small building to a possible Covid virus? You can send someone else in with your paperwork but it's still the same situation you have to ask a loved one or friend to expose themselves. Why is there no online application or a way to do it with out contact? That should be so simple?

I would imagine there's a lot of people that need this that don't want the risk because of the virus. I don't know if anyone's been in that building but it's very small. And they lineup for the applications. Seems pretty thoughtless for the poor.
