He was was a farmer and a member of Free Union Separate Baptist Church. He was a member the Adair County High School Class of 1962. He was a native of Adair County, KY, and a resident of the county at the time of his death. He was a member of a highly regarded East Adair County, Kentucky family, the son of the late Lee "Bob" & Mary Lee Denton Carter. His wife, Wand Sue Grider Carter, survives. Funeral service for Phillip Carter will be 1pmCT, Tuesday, November 7, 2017 at the Bernard Funeral Home Chapel, 367 N Main Street, Russell Springs, KY, with Bro. Mark Polston and Bro. Dustin McGowan officiating. Visitation will be 5pm-8pmCT, Monday, November 6, 2107, and after 8amCT, Tuesday. Interment will be in the Free Union Cemetery, , 4642 Sano Road, Columbia, KY.
