Adair County Fiscal Court Special Session Mon 20 Aug 2018

Court approves personnel committee report. Hires two FT Road Deparment Employees, but at standard, rather than enhanced, pay scale and terms recommended by the Personnel Committee. Court indicates majority would agree to change starting pay for all new Full Time hires to $10 per hour

In a 10-minute special called session this morning, Monday morning, August 20, 2018, the Adair County Fiscal Court met and approved the Personnel Committee report presented by Magistrate Perry Reeder, and approved the hiring of two full time Adair County Road Department employees the committee recommended, but at standard rates rather than the Personnel Committee's recommendation that the two be given a higher starting pay.

In separate actions, the members voted to hire:
  • David Smith - , at a starting pay of $9.60 per hour, (rather than $10/hr recommended by the Personnel Committee,) with the stipulation that that he obtain, on his own a CDL license, and pass qualify to run the herbicide sprayer within 90 days. The vote was 5-1, with Magistrates Greg Caldwell (6), Terry Hadley (7), Perry Reeder (4), and Sammy Baker (3), joined by CJE Michael Stephens voting for the hire, and Magistrate Daryl Flatt voting against.
  • Daniel Keen - Daniel Keen was hired on the same pay scale and terms as David Smith, but the vote was unanimous, 6-0, with Magistrate Flatt joining in affirming.
The court had agreed with Magistrate Flatt that the personnel policies should be modified before making exceptions for a single group.


Magistrate Flatt said that it would be unfair to other county employees, especially dispatchers and jail employees, if these road department hires were treated differently. He said that he would like to see modifications which would allow all new employees to start at at least $10 per hour.

Personnel Committee Meeting report August 17, 2018

Magistrate Perry Reeder (District 4) read a report of the Personnel Committee Meeting held August 17, 2018 as follows:
"The Adair County Personnel Commitee met in the office of the Adair County Judge Executive located in the Adair County Annex Bldg., August 17, 2018, at 9:00amCT. In attendance were Magistrates Perry Reeder and Sammy Baker, Judge Executive Michael Lee Stephens, Road Foreman Terry Corbin, and HR Director/Executive Secretary Bridget Compton. Magister Reeder made a motion to start the meeting and Magistrate Baker seconded it.

"Terry Corbin requested hiring two Full Time Exempt road department employees and provide approximately 5 applications that had been turned into the county. David Smith and Daniel Keen were selectected as the two most qualified aplicants, therefore, it is the Personnel Committee's recommendation to start David Smith and Daniel Keen out at $10.00 hourly with the requirement that they take the test to spray in hopes they can pass it and get their license. Also both men will have to obtain their CDL License within the allotted 90 day period as specified in our county administrative code. If not they will be terminated.

"The meeting was adjourned by Magistrate Reeder and seconded by Magistrate Baker at 9:28CT."

Those in attendance at the Monday, August 20, 2018 special called meeting were Magistrates Daryl Flatt (District 2), Sammy Baker (3), Perry Reeder (4), Gregg Caldwell (6), and Terry Hadley (7). Magistrates Harold Burton (1) was absent for a medical procedure, and Magistrate Billy Dean Coffey was not present. County Judge Executive Michael Stephens, presiding; Deputy CJE Andrea Waggener, Session Recording Clerk Gale Cowan, Adair County Regional Jailer Joey White, Adair County Treasurer Melinda Quinn, Adair County Road Foreman Tery Corbin, and members of the media, were all present.
