Bill Lloyd, renowned Kentucky State Police officer (1931-2018)

He was a resident of Eli, Russell County, KY, at the time of his death, and a long-time resident Columbia, Adair County, KY. He had an outstanding reputation for his years of service with the Kentucky State Police, a brotherhood in which he proudly served from July 6, 1954 until his retirement 32 years later. He attended Berea College, nearly completing a degree in Political Science before entering the US Air Force. He was a decorated USAF veteran, and will be accorded full military honors at committal rites at Pleasant Hill Cemetery, Randolph, Metcalfe County, KY. He was a devout Christian, an active Christian servant in the Parks Ridge Church of God in Russell County. He was a 50 year+ Mason. He was the widower first of Frances Jeanette Thompson Lloyd, and later, Melinda Jackson Lloyd. He made lasting friendship in every community in which he lived.

Billy O'Neil Lloyd, son of the late Carma & Josephine Gann Lloyd, was born on Thursday, June 4, 1931 in Corbin, KY, and departed this life on Friday, July 13, 2018 at his home in the Eli Community of Russell County, KY, having attained the age of 87 years, 1 month and 9 days. Bill had professed his faith in Jesus Christ as his Lord and Savior, and had been active at the Parksridge Church of God.

Services for Mr. Billy O'Neil Lloyd will be held Tuesday, July 17, at 10amCT, at Bernard Funeral Home, 367 N Main Street, Russell Springs, KY, with visitation from 5pm until 8pmCT on Monday, July 16, 2018, and on Tuesday from 8amCT until time of the service at the funeral home. Interment: Pleasant Hill Church Cemetery in Randolph, Metcalfe County, KY, with full Military Honors and with full honors by the Kentucky State Police. Officiant: Bro. Billy Silverman.



Pallbearers: Tim Roediger, Marco Tejada, Tyler Roediger, Trent Roediger, Benjamin James. Richie Wilson and Dustin Shofner Honorary Pallbearers: All his relatives, friends, neighbors, brothers and sisters in the KY State Police and fellow Masons.

He attended Berea College, nearly completing his degree in Political Science before he entered the United States Air Force on January 10, 1951, bravely serving his country until October 16, 1953, and receiving the National Defense Service Medal. After attending the Kentucky State Police Academy, as well as the FBI Academy, Bill- Unit 162 - proudly served the Commonwealth of Kentucky in this brotherhood from July 6, 1954 until his retirement from the Kentucky State Police on July 1, 1986, having acheived the rank of Detective Sargeant. Upon retirement from the Kentucky State Police, Bill served as Commonwealth's Detective for the 29th Judicial Circuit from 1986 until 1997. Bill was a 50+year Mason, and was an active member of F&AM Lodge #96 in Columbia, KY. On May 6, 1957, Bill was united in marriage to Frances Jeanette Thompson Lloyd, who preceded him in death on Aprl 22, 1979.

To this union were born two daughters, Melinda Jackson Lloyd, on January 30, 1960 and Sara Jane Lloyd, on March 29, 1962.

Later, on June 7, 1986, Bill was united in marriage to Joyce Popplewell Lloyd, who preceded him in death on January 1, 2001.

Bill is survived by:
  • His two daughters, Melinda Tejada and her husband, Marco, of Yorkville, IL and Sara Roediger and her husband, Tim, of Murfreesboro, TN

  • A stepson, Richie Wilson and his wife, Debbie, of Russell Springs, KY

  • Two brothers, Bob Lloyd of Atlanta, GA; and Bruce (Buddy) Lloyd, of Kingsport, TN

  • A sister-in-law, Juanita Popplewell, of Cincinnati, Ohio

  • Five grandchildren, Alison James of Montgomery, IL; Benjamin James of Addison, IL; Tyler Roediger and Mattie Roediger, all of Murfreesville, TN

  • Two step-grandsons, Joshua Hadley and Justin Antle, both of Russell Springs, KY

  • And a host of other relatives, neighbors and friends.
In addition to his parents and wives, Bill was also preceded in death by his sister, Betty Jo Lloyd Culpepper, on November 23, 1998; and his stepdaughter, Lori Ann Wilson Antle on Ocotber 5, 2014.
