In the Monday night, July 2, 2018, regular meeting of the Columbia City Council, the council, the council enthusiastically received a business development program presented by Luke Ramsay, a homeless shelter proposal by Lee Ann Jessie representing J.O.Y. Ministries, conducted routine business - minutes of three meetings in June, 2018 - and heard optimistic reports from Mayor Hardwick and members of the City Council.



Luke Ramsay shared his experience as Economic Development Specialist with CEDIK - Community & Economic Development Initiative of Kentucky - on the subject of resources available to the city to support local business development and grow jobs in Columbia and Adair County, and explained the differences in the three major approaches to "incubator" programs to the council, detailing the differences in Co-working Spaces, Business Incubators, and the news, Accelerators. Ramsay answered questions from the council, mayor, and audience. Linda Waggener announced that Ramsay will be back for the August 14, 2018 Chamber of Commerce Luncheon at 11:45amCT, at Lindsey Wilson's Roberta D. Cranmer Dining Center, to give a more detailed list of findings and ideas specific to Columbia.

Lee Ann Jessie brings idea of City/County sponsorship of homeless shelter
Lee Ann Jessie of J.O.Y. Ministries asked the city to join with the county to obtain a pre-fab building which could be converted to living quarters for homeless people in Adair County. Her presentation is posted in a stand-alone article at Homeless requiring public help according to JOY Ministries. Jessie relayed concerns about existing response to emergency homelessness. She said the problem is fairly constant as far as numbers of homeless people and is not growing. She said that the Columbia Police Department is doing an excellent job in keeping up with homeless people and knowing them personally. And she noted that on occasions, individual Columbia Police Officers have dipped into their own pockets to pay for a night's stay. The new plan would bring greater coordination between law enforcement and 911. She will present her proposal to Adair Fiscal Court, at its 6pmCT, meeting, Tuesday, July 10, 2018.

The Council approved, in three separate voice votes, the Minutes of the June 4, 2018 Regular Meeting and of two special called sessions on June 18, 2018, and on June 19, 2018.


Mayor's Comments
Mayor Hardwick commended Academic Teams at Adair County High School. "Coach Brett Reliford and the teams are doing amazing things," he said.


Council Comments

Craig Dean - requested that Miller Avenue be put on the list for an upcoming paving. Mayor Hardwick responded that the street is included in the next resurfacing. Linda Waggener - Thanked speaker Luke Ramsay for beginning a conversation about a possible Business Incubator for the City. She reported on positive comments made to her about the Columbia Police Department, both on and off duty. She said that a local woman related that not only do the police answer calls quickly and professionally, but they also follow up - even to come check on the family when the officer was off duty.

Craig Lasley wished everyone a Happy 4th of July

Ronald Rogers said he is getting many compliments - a gazillion he said - to pass on to the City Street Department and the Mayor and Council about the city's decision to leave the American flags up from Memorial Day through the 4th of July. He commended the Adair County Little League for hosting a very successful Little League Tournament on June 23 & 24, 2018, singling out the work of Scott Bennett.

Pam Hoots reminded the council of the Chamber of Commerces efforts to bring additional business downtown with several businesses planning to stay open later hours on Friday, August 10, 2018. She also requested "Children at Play" signs for Wright Drive, and for "short cuts from Tutt to Harvey and Tutt Streets." Mayor Hardwick said that he would work on that.

Mark D. Harris reminded Mayor Hardwick of the need to fix a pothole on Mullinix Drive. Mayor Hardwick said that the Street Department is already planning to fix the problem.

Attendance good

Attendance was good. Mayor Curtis Hardwick presided. City Clerk Rhonda Loy was present and recorded the session. All council members Craig Dean, Linda Waggener, Craig Lasley, Ronald Rogers, Pam Hoots, and Mark D. Harris were present. Chief of Police Jason Cross, along with Officers Jamie Cole and J. Conn; James Luke Ramsay, Community & Economic Development Initiative of Kentucky (CEDIK); Lee Ann Jessie, on behalf of J.O.Y. Ministries, advocating for a homeless shelter; Citizen Advocates Mary Ann Loy and Vonnie Kolbenschlag, Jackson Dean, and representatives of most local media.


COLUMBlA CITY COUNCIL holds its regular monthly meeting each first Monday at 6pmCT in City Hall, 116 Campbellsville ST, Columbia, KY. The meetings are open to the public. Mayor Curtis Hardwick. Council Members Craig Dean, Linda Waggener, Dr. Ron Rogers, Pam Hoots, Craig Lasley, and Mark Harris. City Clerk Rhonda Loy. City Attorney Dustin Warren. City Police Chief Jason Cross. City Gas Superintendent Ron Cook. City Sanitation Department Superintendent O'Shaughnesy Frazier. City Street Department Superintendent Donnie Rowe.
