Columbia/Adair County Economic Development Authority approved a budget for fiscal year 2018-2019, voted to hire Veritas Appraisals Company of Elizabethtown, KY to determine the value of Green River Commerce Park acreage, and took measures in response to vandalism and theft at GRCP.

Chairman Mark Dykes chaired the meeting, with members and others present, Kenzie Rowe, Secretary; Ann Martin, Treasurer; Roger Meadows, Mayor Curtis Hardwick, and Deputy CJE Andrea Waggener, and members of the media.



The EDA approved the budget for the 2018-2019 Fiscal Year presented by Treasurer Ann Martin, subject to minor changes to be made before June 30, 2018.

The Economic Development financial statement provided by Treasurer Ann Martin showed a beginning balance of $163,909.91 on April 30, 2018 and a current balance as of June 18 2018 of $163,908.83, a net difference of $1.08.

Veritas Appraisals chosen to appraise land needed by expanding ATS Mobility

On a motion by Ann Martin, it was unanimously voted to hire Veritas Appraisals, Elizabethtown, KY to determine the approximate value of acreage which Rob Wilkerson of ATS Mobility had expressed an interest in to expand operations and increase employment in the park. The agreed fee is $1,500 to appraise the land.

Dykes summed up the situation on the land, saying that Mr. Wilkerson needs the land, and the EDA needs the money for improvements in the park. The road system outside the ATS property is "rural" in many parts, "primitive" in others. Kinzie Rowe suggested an incremental approach to improvements, creating a strong road base first, then bringing it up to modern standards.

C/A EDA plans to remove building vandalized, and Mother Nature did further damage. Mayor Hardwick is looking at suggestions to raze and dispose of the the building's remains.

After member Kenzie Rowe reported a complaint by a person wanting the remains of a small building in Green River Commerce Park, removed, it was suggest that inmates might be assigned to the task. Authority members were told that thieves allegedly stole materials from the structure and that winds had done further damage.

Majestic Yachts property going on market Chairman Dykes reports

In other commercial site news, Chairman Dykes said that he had spoken to Jim Hadley, owner of the Majestic Yachts property at the intersection of Veterans Memorial Bypass and Burkesville Road. Chairm Dykes said that he was told that the property will soon so into the hands of a real estate agency. At that time,Chairman Dykes said, the EDA will submit information on the listing to the State to help expand information availability to potential buyers.

Dykes reported that the EDA is still working with two prospects, but said that a huge Greenhouse operation looks less likely because the terrain of available sites has been too rolling - the company wants level land. However, he said that the EDA is still talking with another prospective employer, through state economic development people, and that appears still open to further talks.

Mayor Hardwick commented that the current EDA board, working with the city and county, is moving everything in the right direction for growth. Mr. Dykes responded that he'd like to see things go at a faster pace, but has to go at a responsible pace.

Chairman Dykes said that the C/AC is looking at the possibility of hiring a development person, hired in combination with Russell County.

Deputy CJE Andrea Waggener is researching how this could work through the Lake Cumberland Area Development District.

Waggener also reported that a share of TVA money is expected to come to the Adair County Fiscal Court, which will be reported later.

July meeting expected to be huge, with Retail Academy presentation main topic

Chairman Dykes reminded those present that the next meeting will showcase opportunities learned from Retail Academy. The venue, time, and date will be available after Deputy CJE Andrea Waggener finds a meeting place which can accommodate a large community group.

C/AC Economic Development leadership is hoping this will draw as many community members as possible. The July CACEDA meeting was originally scheduled for 8amCT, Tuesday, July 17, 2018, at the Chamber of Commerce Building, 201 Burkesville Street, Columbia, KY.

But that will likely be changed subject to findings of Deputy CJE Waggener.

Ex officio non-voting, Adair County Judge Mike Stephens, Columbia Mayor Curtis Hardwick. The seat formerly held by Randy Burns, who resigned, is vacant.
