Election 2018/Primary - Civics lesson- Why it's Sheriff''s 'Office' Sheriff Harrison Moss explains why it's an "Office" and not a "Department." in Kentucky. The sheriff is elected, not appointed, he notes. By Ed Waggener Even people who've been around for over one-third of the history of the United States are learning new and useful facts at election time. Adair County Sheriff Harrison Moss recently clarified why it's "Adair County Sheriff's Office," not "Adair County Sheriff's Department," even though many, like a large majority of Kentuckians believe the terms "office" and "department" are interchangeable. The sheriff is an elected official not an appointed one, Sheriff Moss said, whereas the law enforcement unit of city governments are divisions headed by appointed individuals. To my knowledge, former Adair County Sheriff Steve Cheatham was the first Adair County sheriff I can remember who referred to the "Adair County Sheriff's Office."
