If you'll look at this picture of cat tracks in the snow, you'll see how the paw impression displaces and concentrates snow into a doughnut shape. When the snow starts to melt, the fluffy, un-compacted snow melts away before the denser areas, leaving the circles you see. If you Google small animal tracks in snow you will find images with the circles.
