Bloomington Chapel Squarecrow #8 wins People's Choice Award Names of raffle winners released. Judging by secret panel for Squarecrow winners not yet announced. By Ed Waggener Members of the Adair County Retired Teachers have tallied the votes for People's Choice Winner for 2017, and the voters chose entry #8, from Bloomington Chapel Church as the top entry this year. The votes were tallied by ACRT members Jane Branham, Rita Campbell, and Betty Shirley after 6pmCT tonight. Winners of the five raffle tickets were also released. They are as follows:
