Columbia City Council Meeting 2 Oct 2017 - Report

In the Monday night, October 2, 2017 City Council meeting, with Mayor Curtis Hardwick presiding, the council moved forward on Sidewalk Safety measures, took an initial step to amend the city ABC laws to prevent the establishment of stand alone bars, approved a $10,000 contract with Precision Concrete Cutting trip hazard removal, resolved to adopt the Adair County Area Solid Waste Management Plan 2018-2022 update, routinely and approved minutes for September 5 regular meeting, September 7 Special Called meeting, September 11 Special Called meetings.

Four of the six council members, Linda Waggener, Mark Harris, Craig Lasley, and Pam Hoots were present, along with City Clerk Rhonda Loy and City Attorney Marshall Loy, City Police Chief Jason Cross, and City Gas Superintendent Ron Cook, were present.

Mary Ann Loy on Sidewalks: Time to quit talking, take action

Mary Ann Loy, Sidewalk Committee chair told the Council that the time for talking was over, that action needed to be started immediately.



She said that the Greensburg Street, Joe Flowers corner to the high school sidewalk should be the top priority, that the project should be started and go as far as the $75,000 line item budget for sidewalks would go this year.

She also introduced a baby-step item for safety, providing flags for motorized scooters to make them more visible at crossings, a suggestion which Council Member Mark Harris endorsed and appears to have enough support, even if Council Members themselves provide the few hundred dollars needed to pay for the flags.

The council will receive formal requests from the sidewalk committee in the next few days.

Council approves $10,000 trip hazard elimination project

Mayor Hardwick asked for and was given authorization to apply for a grant to pay approximately half of the continuing sidewalk work on trip hazard elimination. He put forth two contract options with Precision Concrete Cutting, Option A for just $10,436 and Option B for $6,500. Council Member Mark Harris made the motion for the larger contract for more coverage. Council Member Criag Lasley seconded his motion. Council Members Waggener and Hoots asked for stipulation that this would be outside the $75,000 sidewalk line item. Once assured of that by Mayor Hardwick, the vote was unanimous.

Council votes to amend the city ABC laws

The council, on a motion by Council Member Pam Hoots, took an initial step to amend the city ABC laws to prevent the establishment of stand alone bars in the city limits. Her motion, with a second by Council Member Waggener, is to use the same language as in the Fiscal Court action on this issue. The vote was unanimous.


Mayor Announcements

Mayor Hardwick brought up the need, suggested by the city's auditor, to amend the gas department fees to establish a disconnect fee of $25, which would be charged on the 5th of the month following the due date.

He made public thank you to the Lindsey Football team for moving the big millstone at the Trabue-Russell House, and the Band of Brothers for very impressive - already and continuing - improvements at the Trabue-Russell House, and he thanked all the LWC Athletes who shared their talents on Malvina Farkle day.

He also thanked Lindsey Wilson Plant Operations for the use of their bucket truck on the clean up day.

He made a special note of thanks to the Adair County Garden Club for all their work around the Square and at the Trabue-Russell House.

He also shared information shared by the airport board explaining their request for an additional one time $2,000 to kickstart the sale of fuel at the Airport.

He reported that he had taken Mary Ann Loy's list to the Bowling Green firm of D.D.& S engineers to get bids on the engineering for projects in the list.


Council member announcements
- Linda Waggener - thanked the Lindsey Wilson College men's basketball team and women's soccer team for their work downtown. She thanked drivers for good attitudes of many who slowed down to call out comments to volunteers. She said only one woman yelled at them as she raced by after a crosswalk had been briefly blocked. She called for slowing down of traffic downtown and for patience on all roadways. She said, "we need patience over all, we need prayers for the victims in Las Vegas last night, and I hope we can all get along."

- Craig Lasley - Noted that the Square Crows are really adding interest to the Square and encourage a good turnout at Downtown Days.

- Pam Hoots - Echoed thanks for the fabulous work Lindsey Wilson College did on Malvina Farkle Day. She proposed painting crosswalks, similar to the ones in Campbellsville, all around the Square. Mayor Hardwick suggested getting prices from Selby Asphalt, the firm which contracted for the work in Campbellsville.

- Mark Harris - thanked Barry and Mary Ann Loy for their continuing work on sidewalk improvements in the city. He said, "Your tennis shoes must have more miles on them than my old car. I think your idea for safety flags for disabled citizens who want them is a good one." And he suggested that money should not be a problem, adding that even if the city didn't pay for them, he thought the Council Members or other groups will donate the money for the project.
The meeting was attended by Four of the six council members, Linda Waggener, Mark Harris, Craig Lasley, and Pam Hoots; along with City Clerk Rhonda Loy and City Attorney Marshall Loy, City Police Chief Jason Cross, and City Gas Superintendent Ron Cook and wife, Linda; Mary Ann Loy and Barry Loy, P&Z member Roy Rademacher, and representatives of the media. Council Members Ron Rogers and Craig Dean were not present.
