Beagle with red collar spotted on LBN, MM 55-56 Laura Koller writes: On my way to work Wednesday morning around 7 AM I spotted a dog which looked like a Beagle dog with a red collar on wandering down the median on the Cumberland Parkway between mile marker 55 and 56.
