Stotts Construction is low bidder on Fairplay water line

Award of construction work could come as early as Thursday, January 12, 2016. Bids low enough general manager will recommend an 8" line instead of 6". If all goes as expected, the new improvement could be online sometime between May and July 2017, providing adequate water to a fast growing area of Adair County.

Stotts Construction Company, Columbia, KY, was the low bidder on the Columbia-Adair Utilities District (CAUD) Water System Extensions and improvements when bids were opened at 11amCT, Thursday, January 5, 2017, at the CAUD office, 109 Grant Lane, Columbia, KY.



The local firm was the low bidder on both the bid for a 6" line and an alternative 8" line which would feed from old KY 61, now Wheeler Hill Road, across KY 768, Sparksville Road, to KY 704 just north of Old Concord United Methodist Church, a distance of 29,600 feet/5.6 miles. The bids were as follows, with lowest first:
For 6" line
  1. Stotts Construction Co., Columbia, KY - $378,720.00
  2. Cumberland Pipeline, LLC, Russell Springs, KY - $454,888.30
  3. Horsley Construction Co., Taylorsville, KY - $460,786.00
  4. Twin States Utilities, Mt. Hermon, KY - $487,041.00
  5. United Pipeline, Inc., Tompkinsville, KY - $578,220.00
  6. Hubert Excavating & Contracting, Salvisa, KY - $725,000.00

For 8"line
  1. Stotts Construction Co., Columbia, KY - $479,489.00
  2. Cumberland Pipeline, LLC, Russell Springs, KY - $564,404.30
  3. Horsley Construction Co. Taylorsville, KY - $597,116.00
  4. Twin States Utilities, Mt. Hermon, KY - $487,041.00
  5. United Pipeline, Inc., Tompkinsville, KY - $725,900.00
  6. Hubert Excavating & Contracting, Salvisa, KY - $935,000.00
In addition to the bid prices above, which includes materials, there are an engineering design and inspection fees, expected to be at or around $86,000.

The work is expected to be awarded at the regular January 12, 2017 second Thursday meeting, scheduled at 4:30pmCT, at 109 Grant Lane, Columbia, KY. The project will then be reviewed by regulatory and lending agencies, a process which could take 60-90 days. If all goes as expected, the new improvement could be online sometime between May and July 2017.

CAUD General Manager Lenny Stone said that he was really pleased with the bids. He said the construction will be a long term fix for the low water pressure problems on KY 704, where homes and business already served there. Additionally, the new line will be able to serve a new chicken growing operation planned by Matthew Hadley, who has been waiting over a year to get adequate water to build.

GM Stone said that he will likely recommend the 8" line, especially in light of the low bids.

He said that the bids have been turned over to Monarch Engineering for final tabulations and recommendations.
