Adair Fiscal Court approves publishing of ABC ordinance

Fiscal Court report, May 10, 2016: ABC Ordinance
Court sets second reading. While first reading does not include Sunday sales, dynamics between the City and County may prompt a change of heart for the county, Judge Stephens says after meeting.

By Ed Waggener

The Adair County Fiscal Court voted last night to publish the date of the second reading of the County's ABC ordinance, which will be at 9amCT, Thursday, May 19, 2016, in the Annex Basement, 424 Public Square, Columbia, KY.

The vote to proceed with publishing the date of the second reading and to notify the public of the availability of the ordinance was 8-0, on a motion by Daryl Flatt (District 2), with a second by Terry Hadley (7), who were joined in a voice vote by CJE Stephens, and Magistrates Harold Burton (1), Sammy Baker (3), Perry Reeder (4), Billy Dean Coffey (5) and Greg Caldwell (6).
The legal notice will also let citizens know that a copy of the first reading is available for review in the courthouse. The ordinance had a first reading April 28, 2016. The first reading document does not include Sunday sales, but comments by local restaurant owner John Thomas, to the effect that the City of Columbia plans to allow Sunday sales in its ordinance and that he would ask that his restaurant, Anderson's Pizzeria, be annexed if the City has Sunday sales and the County does not allow it.

Judge Stephens said after the the meeting that he is still hopeful that Sunday sales will be approved at the Second Reading.

Melissa Moore and Albert Cundiff listened carefully as Sunday Sales were discussed in last night's Adair Fiscal Court meeting. The first reading for Adair County's Alcoholic Beverage Sales Ordinance does not have Sunday sales, which Moore, the owner of A & M Trading post in Coburg, favors. During the meeting, John Thomas, owner of Anderson's Pizza, addressed the issue, saying he needs Sunday sales for his restaurant. He said he thinks the ABC ordinance for the City of Columbia will include Sunday sales. Thomas said that if the county should, on final reading, omit Sunday sales, he will asked to be annexed into the City, a maneuver also available to any business in the county.
