Columbia/Adair Parks & Recreation board report: 9 May 2016


  • Parks & Rec accepts offer of Circle R miniature golf course, a gift from Adair CJE Mike Stephens. City is to move the equipment, contingent on finding suitable location at the park
  • Rates updated for building, softball rental
  • County will advertise bids for heat/air conditioning
  • Three board seats are now open

The Adair County Parks and Recreation Board met, with Board Chair Lisa Handy presiding, on Monday, May 9, 2016, at the Adair 911 Building concerning matters at the Jim Blair Community Recreation Center with major progress taking place, even though the board is now meeting with three vacant seats.

Three actions were taken regarding the Blair center:


  • Rates were updated for use of the building and the softball field. The motion was made by Wes Feese with a second by Debbie Yates to keep the hourly rate at $25 per hour to rent the building with a two hour minimum and a $50 refundable deposit for cleaning; rent for a full day (12 hours) for $150 , and $125 for a 12-hour day to rent the softball field with lights. The vote was unanimous.

  • Air conditioning unit ready to be purchased. Sealed bids will be advertised to heat and air condition the inside of the building. The motion was made by Wes Feese to advertise for sealed bids for heat and air units for the building. Charles Grimsley seconded the motion and the vote was unanimous to begin advertising.

  • The third action was to accept a gift in kind offered by Adair County Judge Executive Mike Stephens to donate the miniature golf course beside the Circle R Restaurant to the park. Judge Stephens said he had checked with Columbia Mayor Curtis Hardwick, who was in favor and said city employees could move it. The motion was made by Debbie Yates to except the gift after space is agreed on. The second was by Wes Feese and the vote was unanimous.
In other matters Lisa Handy will work through the Judge's office for placement of the advertisement for bids and she will be updating forms for use in the everyday workings with the public.

Present were board chair Lisa Handy, Secretary Wes Feese, Parks & Recreation Board Members Debbie Yates, Charles Grimsley, Judy Keltner, Linda Waggener, and Billy Dean Coffey, and Adair County Judge executive Michael Stephens, and Blair Park Director Ricky Roy.

Three Board seats are now open

Three board member seats are open - one to be appointed by the Mayor/City Council, another to be appointed by CJE/Fiscal Court, and a third to be appointed by the P&R board.
