Chief Cross says CPD will double down in wake of heroin bust Russell County, KY, Man arrested in Columbia, KY, on allegation of trafficking in Heroin after ongoing investigation. Issuance of warrants and/or arrests are not findings of guilt. An individual charged by police or in a warrant is presumed innocent unless and until proven guilty at some later criminal proceeding. Josh Brockman PIO Columbia Police Department, Chief, Jason Cross Columbia Police Department has arrested a Russell County man on Trafficking Heroin charges after an ongoing investigation resulted in a traffic stop of a suspected dealer. At approximately 9:10pmCT, Wednesday night, April 13, 2016, CPD Ofc. Josh Brockman initiated a traffic stop on a 2006 Pontiac on Russell Road in the limits of Columbia. A quantity of Heroin was located as a result. During the investigation the suspect became combative in an attempt to resist his arrest but was quickly restrained and taken into custody. Arrested and lodged in the Adair County Regional Jail was 28 year old Brandon Jones of Russell County on charges of:
