Adair Co. School Board Report 17 Mar 2016 Story in progress, a view updates are being added Click on headline for more with several photo(s) By Ed Waggener The Adair County Board of Education heard great news on progress in its health/school nurse and school Nurse Practitioner program, on buildings and grounds, and on technology. But it was a mixed bag on funding. On the local level, it was all positive, but Superintendent Alan W. Reed gave a grim outlook for state support. A worse case scenario, he said, would be if the governor's budget is adopted, which would result approximately $175,000 dollars per year less in 2017-18 if the administration's budget were to be adopted and phased reductions were to continue to that time. (CHART) There was unanimity on the board, with all five members, Terry Harvey (Div 1), Quin Lasley (2), Lisa Burton (3), Floyd Burton (4), and Mike Harris (5), voting together on every issue. Board approves new contract with Cumberland Family Medical Clarissa "Moochie" Hart gave a report on the first year, thus far, of Cumberland Family Medical's Healthy Kids Clinic on the campus. Hart said that her company will increase its funding of the Nurse Practitioner and Registered Nurses assigned to the Adair County School District from 33% to 51%, saving the district some $20,000 per year. The board voted to renew the contract with Cumberland Family Medical for another year. Board approves $80,000 match for VOIP phone service In his Superintendent's remarks, Alan W. Reed said that announcements Thursday evening would be the most exciting technology news in the history of the school system. Technology news included the approval of a plan presented by Technology Director Carla Perkins to add a total of 462 Instructional Devices - a combination of 162 iPads and 300 Chromebooks - to bring all schools to a one device for every two students - next year. Following the approval, Perkins said she would begin the process of ordering the devices immediately, so that the devices plus carts for them, will be available for the start of the 2016-2017 school year. The devices will be paid for with escrowed KET funds matched by $60,000. The Total cost if approximately $168,000. The extra $8,000 will be paid for by Technology Department funds, Perkins said. Almost as exciting was the approval of a Voice Over Internet Protocol which will have all the schools operating on a campus telephone system allowing four-digit connections from any point on campus to any other point over a super fast fiber optic system - owned by the district and using VOIP - Voice Over Internet Protocol. The system will be maintained by the District's Technology Department, with less dependence on traditional phone carriers. Techologist Director Carla Perkins said that there will be savings on the District's phone bill when the system is fully operational. The cost to the district, Perkins said, will be just shy of the revenue the district will get from the sale of obsolete technology equipment approved for sale by the board last night, for $79,692.80 to Avaya. Board approves mandated position The board approved the establishment of a Federally mandated, Federally Funded, Classified Position of Career Coach for to help find positions for career ready special education graduates. Buildings and grounds The board voted to declare the old bus garage surplus and underground fuel storage system surplus property in preparation for demolition and authorized Buildings and Grounds Director David Jones to and Superintendent Reed to get receive three quotes for asbestos removal at the facility. Mr. Jones and Richard Bunch, Building Superintendent for Branscum Construction, told the board that the new Adair County Transportation Complex (bus garage) will be ready for occupancy in a matter of days, awaiting minor punch list items in addition to paving and installation of lighting at the new complex. In answer to a question by Board Member Lisa Burton about the time of the demolition, Mr. Jones said that the department plans a transition to the new garage after school closes, and assured Burton that the ACHS Baseball home games will not be affected by the demolition. Plans at present are for the bus garage and parking real estate will be used for more parking and additional landscaped areas. Mr. Jones said that an environmental situation at the old bus garage should have little impact on the district. According to a report from Ensafe, the environmental company hired to evaluate the situation, a possible hydraulic leak, was minor, well under the established maximum 30 gallon per year leakage, and that considering the fact that building is destined for removal, no EPA issues are expected. Financial Report Approved The board unanimously approved the monthly financial report furnished them by District Finance Officer Renae Smith. The report showed a ending reconciled bank balance, including outstanding checks issued but not cashed, of $6,019,075.44.
