Columbia PD arrests Russell Co. couple on meth charges Incident occurs off Westlake Drive Click on headline for complete story By Ofc Josh Brockman, Public Information Officer Columbia Police Department, Chief, Jason Cross Columbia Police Department observed a suspicious vehicle being a 1999 tan Chevrolet pickup parked off of Westlake Drive with two occupants in it on Saturday, February 20, 2016 at approximately 02:28amCT. Upon approaching vehicle for further investigation Sgt. Tracy McCarol observed passenger trying to hide a syringe. It was also observed by Ofc. Josh Brockman upon contact with driver there was a firearm partially concealed in the vehicle. The occupants were removed from the vehicle and arrested on multiple charges. Chris Stubbs (driver) age 42, of Jamestown, KY was charged with: Possession of a controlled substance 1st degree methamphetamine. Possession of Drug Paraphernalia , and Possession of a Firearm by a Convicted Felon. Angela Smith (passenger) age 42, of Jamestown KY was charged with: Possession of a controlled substance 1st degree methamphetamine, Possession of Drug Paraphernalia, and Public Intoxication. Both suspects were lodged in the Adair County Regional Jail by CPD Ofc. Josh Brockman who was assisted by Sgt. Tracy McCarol and Sgt Gary Roy. Issuance of warrants and/or arrests are not findings of guilt. An individual charged by police or in a warrant is presumed innocent unless and until proven guilty at some later criminal proceeding.
