Columbia Police Department arrests Russell Co. woman on DUI and drug charges By Ofc. Josh Brockman Columbia Police Department, Chief, Jason Cross On Saturday, October 31, 2015, at approximately 4pmCT, CPD Officer Josh Brockman observed a 1997 Dodge Ram truck making an illegal U turn on the Louie B Nunn parkway and initiated a traffic stop. After contact with driver it was determined that the driver was possibly under the influence of an intoxicating substance. After investigation the driver, 57 year old Donna Gosser of Russell Springs, KY was arrested on charges of:
