Board votes 3-2 against renewing Supt. Alan W. Reed's contract

Current contract continues until June 30, 2016

In a 3-2 vote, the Adair County Board of Education voted against a 4-year extension of Superintendent Alan W. Reed's contract, which now expires June 30, 2016.

The contract would have contained the same terms as Mr. Reed's present one, including a continuation of the current salary.

Voting for the contract were Board Chairman Floyd Burton (Div 3) and Board Member Mike Harris (5). Voting against were Terry Harvey (1), Quin Lasley (2), and Lisa Burton (3).

Reed, the heart and soul of the most dramatic turnaround ever in Adair County, possibly in the state, in three short years. Lisa Burton, Adair County Board member, (Division 3) voted against a new contract for Superintendent Alan Reed, citing lack of transparency, keeping board members informed in more detail, as a major reason for her no vote on extension of Superintendent Alan W. Reed's contract. She challenged him on academic advances, as well, in the Thursday, September 17 regular meeting of the school board. Burton's overall voting record has been pro administration on issues, but her evaluation in open session on Superintendent Reed's evaluation was well below the final overall score. - EW

Board member Terry Harvey most critical of Supt. Reed

Terry Harvey, a very popular figure in his home Division 1, the southern most district in the Adair County public school system, is perhaps Superintendent Alan W. Reed's harshest critic. The two had a polite but firm exchange of differences at the September 17, 2015, regular session of the Adair County School Board. Harvey told Superintendent Reed that he had hurt the Ag Department when he reduced the number of Ag teachers in the system. Superintendent Reed reminded Mr. Harvey that he did not reduce the number of teachers from 3 to 2, and is forbidden by statute to do any such thing. The action to change the staffing was taken by the Adair County High School Site Based Decision Making Council. The exchange highlights a major misconception about who has the power. Kentucky law forbids the Superintendent and any member of the School Board to be involved in the hiring, being involved in hiring decisions, for the staffs at the schools. Real and very separate power is vested in the Site Based Decision Making Councils, who are as responsible for the direction of overall school policies as the school administration. Yet, surprisingly few have recognized this reality. Mr. Harvey is passionate in his position favoring Ag Education. The two differ somewhat on the approach. Mr. Harvey favors improvements in the Agriculture Department, but in a more traditional way. Superintendent Reed maintains that he has enhanced opportunities for students entering the field by giving them career paths which will make them more competitive in the agriculture field, pushing new vocational skills. And he is now emphasizing teaching Agri-Business and Plant and Animal Genetics courses. He says it is all about potential opportunities for the students to earn more over a lifetime. - EW

Quinn Lasley: The swing vote

Quinn Lasley
was seen as the swing vote in the Thursday night, regular meeting of the Adair County School Board. She had voiced an opinion of the Boards' policy on school allocations - special discretionary funds individual school administrators at one time were given to help with special classroom projects - and criticized the administration for not addressing the pupil supplies problem parents face at the beginning of each school year. She said she was troubled by both situations. Superintendent Reed thanked her for the suggestions and acknowledged that both ideas are do-able and would be addressed before the start of next school year. Mike Harris agreed with Ms. Lasley, and suggested that start of school pupil supplies should be purchased in bulk to get the lowest prices and distributed to all children. For a time, it was unclear how she would vote on extending the contract. On the final vote, she voted "No," but it appeared, to this observer to be a hesitant one. - EW
