Supt. Reed signs agreement for ACPC geo-thermal woe fix

Infrastructure woe recognized, confronted, negotiated, and finally solved, with Expected start of corrective re-construction: 14 Aug 2015. Agreement leaves district virtually cash neutral on ordeal. Big cost: Distraction to fix a problem which contractors should never have let happen in the first place, Mr. Reed says.

The Adair County School District Board is much closer to completion of a construction remediation problem with the geo-thermal installation, at Adair County Primary Center, with the completion of a negotiated settlement, which, Superintendent Alan W. Reed says, will leave the district virtually cash neutral on the ordeal, but costly in terms of time consumed when the district is advancing so much on all other fronts.

That problem, the diversion of time need for progress to correct an infrastructure failure, is a Red Alert to all those responsible for the community's current infrastructure projects, he says, adding, "It pays to get it right the first time."



"We had tried for over a year to get contractors and suppliers on site to resolve the problems with the system," he said. "It came to the point where it was either litigate or do some hard line negotiating with them."

The negotiations took longer than Supt. Reed thinks was necessary, but with experienced environmental specialist attorneys, LaJuana Wilcher & Sarah Jarboe, from the Bowling Green, KY firm of English, Lucas, Owsley & Priest (ELOP), Supt. Reed was confident to sign the contract on July 10, 2015.

The problems with the geo-thermal installation by out-of-town subcontractors came to light on February 14, 2015, when the Environmental Protection Agency notified the board of alleged pollution, with the Geo-Thermal Field as a source, responsible for contamination of Petty's Fork Creek.

Supt. Reed said that work will be going on while school is in session, but that it will be in a fenced off area to which students do not have access.

The agreement stipulates that the geo-thermal field will be maintained, with at least five of the six lateral fields will be operable during the reconstruction period.

"The signing of this agreement, takes a tremendous load of worries away," Supt. Reed said. "You can bet that we will be monitoring the progress until we know the other parties have lived up to every item in the contract," he said.

"The construction problem was a time-costly sidetrack," he said. "But we mustn't lose sight of how far Adair County Schools have come in the last four years, nor the of the responsibly paced changes envisioned for the next 20 years."
