Questions how being the victim is a reason for Big Stink

Jon Halsey says having Ben Arnold pay for Board of Election's Appeal would be like requiring victim to pay for the bullets of the assailant who shot him

Jon Halsey writes:
"since he's the reason for the big stink and bill, he should be the one that pays it."

I can't see how the "victim" of the failure of City and County officials is "the reason for the big stink."

In addition, "he" benefitted from Judge Vance's ruling and is being exposed to further potential impairment by the Election's Board decision to appeal the Judge's ruling.

Seems to me that it's to requiring the victim to pay for the bullets of the assailant that shot him.
