Bids for Burkesville Street Water Project opened

Yet another action of the CAUD overseers is resulting in not only delays, but added costs. Costs for Burkesville Street project appears to have an added cost of at least $111,374.50 more than the original change order approved for Stotts Construction, but completion will be at least six months later. Additional costs for legal fees and other expenses related to the disputed decision to rescind the contract with the local contractor will likely add even more to the costs.

Bids were opened today, Thursday, 2 Jul 2015, at 11amCT, at Columbia/Adair Utilities District, 109 Grant Lane, Columbia, KY, for the Burkesville Street water project with the following submissions:
  1. Cleary Construction, Tompkinsville, KY - $949,624.50
  2. United Pipeline, Tompkinsville, KY - $1,028,410.00
  3. Cumberland Pipeline, Russell Springs, KY - $1,409,066.60
The contract for the work was previously awarded to Stotts Construction for a total of $994,500, however using today's bid quantities, according to specifications, Stotts Construction's bid would have been $838,250, or $111,374.50, less than the apparent low bid today from Cleary Constructon . according to comparisons made by Connie Stotts.



According to Stotts Construction, the company has never been formally told that their bid was rescinded. Had the original bid been honored, the Burkesville Street Project would now be complete, and Columbia Adair Utilities would be moving on to the next phase, a loop across Tutt Street, up Curry Street, across Bomar Heights. Rescinding the earlier contract with Stotts Construction and ending the association with Monarch Engineering has added cost for the utility. A special attorney Damon Talley, was hired, at $332 per hour, following CAUD's decision to rescind the contract.

In addition to delays in needed waterline improvements, the CAUD is facing dwindling reserves from the $4,000,000 in grants and low interest funding for the rehabilitation of the Columbia Water Department's antiquated and neglected system, inherited when the City of Columbia Water & Sewer services were merged with the Adair County Water District to become what is today, the Columbia/Adair Utilities District.

While the legal costs will be an expense for CAUD'S General Fund, unpaid expenses, still in negotiation with Stotts Construction and Monarch Engineering, will be charged to the $4,000,000 in funds for rehabilitating the old City water system.

After Stotts Construction had completed its work, approximately $1,700,000 of the $4,000,000.00 had been spent.

The Utility is proposing a connector line - originally introduced to the board as a "band aid" - to compensate for low water pressure on KY 704, KY 768, and the Flatwoods area, estimated to cost approximately $330,000. As proposed, the connector line project would be paid for with money from the $4,000,000 funds approved for rehabilitation work within the City of Columbia; but, since the work is not "within the scope," - (not within City Limits) of the original application approved for the funds, an exception would have to be approved by the Kentucky Infrastructure Authority.

The CAUD Board's regular meetings are at 6pmCT, the second Thursday of each month (July 9, 2015) at the CAUD office, 109 Grant Lane, Columbia, KY. If the bid is awarded then, the work would likely take at least six months to complete.
