Rep. Hoover, Capps family, Fiscal Court at highway dedication

House Republican Leader Jeff Hoover, R-Jamestown, first from left, joined by Cathi Capps, third from left, and members of the Capps family, and Cumberland County Judge Executive John Phelps, fourth from right, along with members of the Cumberland County Fiscal Court to unveil a sign naming Kentucky 90 as the R. Fred Capps Memorial Highway. Leader Hoover helped pass legislation during the 2016 Regular Session to name the road in honor of Capps, who was killed in June 2000 during a shootout in his home with a man scheduled to be prosecuted by Capps.
