Adair Fiscal Court meeting 12 May 2015 - Report In last night's meeting
Click on headline for complete story By Ed Waggener The Adair County Fiscal Court failed to pass an ordinance which would have placed fire dues on tax bills, a measure which had been requested by the Breeding Area Fire Department and the Knifley Area Fire Department. The court was present two option for the ordinance, one with an opt out provision, allowing those who wished to do so to go through a relatively cumbersome procedure to opt out, and a second which would have made payment of the dues mandatory. Both provided for an "opt in" for Fire Departments. The Adair County Fire Department had not petitioned to have fire dues collected through tax bills, and has stated it does not wish to do so. When the matter came to a vote, Adair County CJE Mike Stephens vote Yes, along with Magistrates Sammy Baker (3), Harold Burton (1) and Greg Caldwell (6). Voting no were Daryl Flatt (2), Perry Reeder (4), Billy Dean Coffey (5), and Terry Hadley (7). When the tie was announced, Judge Stephens withdrew his "Yes" vote and announced that the measure had failed. Court withholds payment for service by Columbia Control Systems The court approved payment of bills except for three bills due Columbia Control Systems for work at the Adair County Regional Jail. In response to questions from Judge Stephens, Adair County Regional Jailer said that all the work had been very satisfactory, had passed inspections, and had been done at a very economical rate. The motion to amend the payment of bills subject to the withholding was made by Magistrate Daryl Flatt (2) and Billy Dean Coffey (5). Treasurer reports $1,113,188.96 reconciled cash balance Adair County Treasurer Barry Corbin reported a reconciled cash balance in all county funds of $1,113,188.96. The unencumbered balance was $1,050,683.17. The report was approved uninanimously. The Court approved the first reading of budget amendments to account for additional revenues of over $500,000, mostly in road money, in the 2014-2015 budget, and approved possible budget transfers which might be needed in May. The court approves election expenses The court approved payment of election expenses for the May 19, 2015, primary election. The amount is expected to be around $15-16,000, but could be higher. Court approves raise, change of status for Jerry Antle The court approved a raise of 25 cents an hour for Jerry Antle at the Adair County Recycling Center, to a new level of $9 per hour. Antle will be in charge of recycling, working under solid waste coordinator Bill Troutwine. Antle will continue to be part time in the position. Court approves 3 month temporary employment for Kelly Yates The court approved the temporary part time employment of Bonner Scholar Kelly Yates for three months in the summer in the CJE's office at $8.75 per hour. The vote was 7-0, on on a motion by Terry Hadley (7), with a second by Daryl Flatt (2). The court also voted change the positions for the County Finance Officer, Gale Cowan, and Deputy CJE Holly Grimsley, to salaried rather than hourly pay, at $38,000 annually for each office. Court approves writing of ordinance for L.E.A.D.S. program The court authorized County Attorney Jennifer Corbin to draft an ordinance allowing the county to invest in in the L.E.A.D.S. softwear program which helps law enforcement almost instantly be able to tell pawn shops and other merchants whether items are stolen or not. The cost is $1,200. Sheriff Moss said that trial use of the program had result in recovery of a guitar stolen in Adair County which had been pawned in Texas, reclaimed, and an an attempt had been made to pawn it in Oklahoma. County Attorney will draft forms for bus turnarounds On the advice of County Attorney Jennifer Hutchison Corbin, the court waited to act on requests for easements for bus turnarounds. Ms. Hutchison-Corbin said under new state law, the easements must not be for a set period of time. First Reading of 2015-2016 Budget approved The court approved a first reading of the 2016-2015 Fiscal Year Budget, totaling $5,315,348. The amount includes $1,567,084 (29.48% of total) for the General Fund; $1,710,825.00 (32.19%) for Roads; $1,323,924.00 (24.91%) for the jail; $176,100.00 (3.29%) for the LGEA fund; $2,250.00 (0.04%) for Forest Fire; $53,510.00 (1.01%) for Parks & Recreation; $369925.00 (6.96%) for 911; and $112,730.00 (2.12%) for Green River Animal Shelter. The first reading was approved unanimously. The court also approved, unanimously, standing orders to pay regularly recurring such as utility and insurance bills. Court approves Rocket Docket The court approved a Rocket Docket agreement with the Commonwealth Attorney Gale Williams's Office which is designed to expedite trials for felony case inmates and reduce the jail population. The plan was endorsed by Jailer Joey White, who said other counties who have the plan were enthusiastic about it. The plan was presented by Assistant Commonwealth Attorney Angie Capps. The court approved the payment of $15,000 for the contract, and in separate measures approved a budget amendment in the amount of $15,000 and approved Judge Stephens signing the paperwork. The Rocket Docket term is one year. Road Department Report County Road Supervisor Terry Corbin reported that pot holes in all districts have been patched and that mowing for Memorial Day and the summer tourist season is now well underway. Court approves CJE to sign Workforce Agreement The court unanimously agreed to authorize CJE Mike Stephens to sign new paperwork for a Workforce Innovation and Opportunity Act (WIOA) agreement with Lake Cumberland Area Development District. The document meets state requirements LCADD learned about since earlier agreements were signed in January. Court approves Jailer White's report The court unanimously approved the report of Adair County Regional Jailer Joey White for month of April. The report showed $88,071.34 in total billings for the month, which, less the cost for Adair County inmates of $28,300.02, left $59,771.32 total billed. Adding in other billings the jail had $70,351.98 total to collect. Jailer White reported inmates with the Class D Restricted Custody Facility furnished 3,668 hours of labor, which his report valued at $29,344.00 dollars for the month of April 2015. Sheriff reports $115,382.90 in taxes received in the month of April Sheriff Harrison Moss reported $115,382.90 in receipts for the month of April. The report was unanimously approved. The court also approved an application to the U.S.D.A. Rural Development for the for the Sheriff's Department for a funding to purchase two new four wheel drive SUV's. A low bid from Don Franklin Ford for two 2016 Explorer AWD Police Arizona Beige SUV's with black cloth interior with vinyl rear seats, a 3.7L V6 engine, six speed automatic transmission, and drivers side spot light would be $51,142. The court approved making the application and approved Judge Stephens signing the paperwork.
