Sheila Blair responds to Ben Arnold Sheila Blair writes: I was not aware of the seal missing from the absentee machine. If you are speaking of the e-scan machine, it is only used election day to scan the paper ballots after they are taken from a locked box by the County Board of Elections. The absentee vote counting process starts at 10amC. on election day. The scanning of the ballots is the last step in this process, which would have been later in the afternoon. I am in no way trying to be disrespectful, but to me the seal being on the machine is irrelevant. The votes are recorded on the MBB card, even if the door were to be open on the machine, the results of the ballots scanned would not change. As I have stated before, the door of the machine is locked with a key and then sealed. The only thing that anyone could can access to are voted ballots, which can not tampered with.
