Adair County Board of Education 31 Mar 2015 meeting report

(A note on the District Facilities Plan: It is a needs list, not a building program. None of the projects will start until the board acts on them. The program might not be implemented, completely, ever. Each of the projects to be dealt with on an independent basis, some in phases - EW)
  • Board accepts a partial settlement on geo-thermal installation at Adair County Elementary School
  • Board approves a sweeping District Facilities plan which includes a construction, sometime in the future, of a new $21 million Adair County Middle School
  • Sherman, Carter Barnhart engaged to develop campus master plan based on District Facilities Plan
  • Board approves 2015 prom off campus, in commercial facility

The Adair County Board of Education voted last night to accept a partial settlement totaling $63,615.74 for the expenses related to problems with the installation of the Adair County Primary Center's geothermal field. The action followed a lengthy Executive Session with Board Attorney Jeff Hoover along with case attorney LaJuana Wilcher, Superintendent Alan Reed, Board Chairman Floyd Burton (Div 4), and members Lisa Burton (3), and Terry Harvey (4).



The partial settlement is for cash expenses already paid by the Adair County Board of Education, below from a document presented to the board entitled, "Partial Settlement Agreement and Release":
  • $39,258.66, payable to G.M.B.C., Inc. for the replacement of glycol, corrosion inhibitor and/or other substances in the geothermal system.
  • $19,035.58, payable to the Board in expenses for EnSafe's consulting, assessment, and/or remediation services.
  • $4,940.00 payable to the Board for Shrout, Tatem, Wilson Mechanical and Electrial oversight services.
  • $312.50 payable to the Board for in attorney's fees charge by the Hoover Law office, and,
  • $69.00 payable to the Board in Travel expenses incurred by Alan Reed, Superintendent of Adair County Schools.
Attorney Jeff Hoover and Superintendent Reed emphasized that this is only a partial settlement. The final total settlement may reach $1-2 million.

Still not made public: Whether or not the entire geothermal field will have to be removed and or replaced.

Board approves District Facilities Planning

The board heard presentations by the District Facilities Planning Committee, which met in it's own session to present it's plans for the next four years. Darrell Overstreet, chair presented the findings, and Timothy K. Lucas, Architect, a consultant representing P-12 Education Planning, Lexington, KY, gave a capsule plan which was approved by the Board, unanimously.

The plan, basically includes the following:
  • Adding classrooms to Adair County Elementary School and Adair County Primary Center.
  • Replacing Adair County Middle School with a new one, to be built in phases adjacent to Adair County High School, at a total cost of $21,695,899. The school would have a 700 student capacity.
  • Majoring remodeling of Adair County High School, with a new auditorium, band room, vocal room, and new standard classrooms. The total cost of these addition construction projects, which could be built in phases, totals $12,359,880.
  • Construction of a new central storage building of 5,000 sf, for]
  • New Central Office, 10,000 s.f. at a cost of $3,074,324.
  • Renovation to Raymond Lacy Building, which would continue to serve the band until the Adair County High building music facilities are added, but which could be repurposed for ROTC and District Technology building when no longer needed by the band, at an estimated cost of $788,020.
The total district need would be $44,063,891.

Mr. Lucas emphasized neither the DFP committee or his firm would prioritze the projects. "That's a decision which should be left to the board," he said.

He said that the construction of the new Adair County Middle School and the classroom additions elsewhere should comfortably handle expected small enrollment increases in the next 20 years, and would put each school in a recommended 85% of capacity for classrooms.

The final draft of the proposal came at a March 17, 2015 meeting of the DFP with Mr. Lucas. Present were Darrell Overstreet, Terry Partin, David Jones, Alan Reed, Mike Harris, John Shelley, Summer Kemp, Amber Bledsoe, Crystal Huckaby, Robert Meacham, Patty Jones, Alma Rich, Steve Burton, and Gabe Jones.

The Board voted 4-0 to adopt the plan, and, later to engage the firm of Sherman, Carter & Barnhart, the Lexington firm which designed Adair County Primary Center and which has been retained by the Board to design the new $1 million plus bus garage, to develop a master plan consistent with the District Facility plan.

Mr. Lucas noted that the DFP anticipates an general shift of campus buildings away from Greensburg Street and toward the Adair County Veterans Memorial Bypass.

Board approves holding this year's Prom at an offsite commercial establishment.

The Board approved holding the 2015 Prom at the Barn at Cedar Grove, located on on Nancy Cobb Road, Columbia, KY, after assurances by sponsor Sheila Willis about matters concerning safety, insurance, and the contingent of chaperones who will be at the prom. The board was told that insurance is in place, that Columbia City Police, the Adair County Sheriff's Office, and Kentucky State Police will help in security. Parents signatures will be required for all students attending, she said. The board unanimously approved the change of venue, with Floyd Burton (4), Lisa Burton (3), Terry Harvey, and, by Quin Lasley, who joined the meeting later in the session.
