ACJE amends declaration of State of Emergency

According to the Judge Executive's office, changing the declaration from a snow event to a winter weather event will "keep all of the weather changes (snow, wind, ice, rains, etc.), as one incident."


Adair County Declaration of a Local State of Emergency
Amendment Date: 2-20-15
Original Date: 2-16-15


Whereas, beginning on February 15, 2015, and continuing, a significant weather system which includes heavy snow, bitter temperatures, and the forecast for sleet, wind, freezing rain, ice, and heavy rainfall has impacted Adair County, Kentucky; and

Whereas, this situation creates a considerable hardship for the citizens of Adair County; and

Whereas, local government has the responsibility to protect the public health, safety, property, and welfare of citizens, and to mitigate the effects of such events.

Now, therefore, I Michael Lee Stephens, Adair County Judge Executive, by the authority vested in me by KRS 39A.100(2), do hereby declare that a State of Emergency exists in Adair County for the period beginning on February 15, 2015, and continuing, and direct that
  • The local Emergency Operation Plan shall be fully executed

  • The Emergency Management Director shall direct the Adair County Emergency Management to provide such assistance as can be delivered from available local resources and shall coordinate all agencies of local governmnet to provide assistance to Adair County.

  • All agencies of Adair County shall cooperate to the fullest extent with Adair County Emergency Management and shall provide such assistance as may be required for response to this emergency.

  • Under this state of Emergency, as provided in KRS 39A.100(2) and 45A.380(1)(7) Adair County Judge Executive can waive procedures and formalities otherwise required from the law pertaining to: a) performance of public work, b) entering into contracts, c) incurring obligations, d) employment of permanent and temporary workers, e) utilization of volunteer workers, f) rental of equipments, and g) appropriation and expenditure of public funds.
