Adair Fiscal Court 13 Jan 2014 regular meeting report

In last nights, Tue 13 Jan 2014 meeting of Adair Fiscal Court:

The New Year kicked off with several optimistic notes coming from Fiscal Court, including the awarding of the bid for the Senior Citizens Center and heartening news of changes from the Green River Animal Shelter, in a fast-paced meeting mostly dealing with usual first of the year changes expected each January.



Senior Citizens Center renovation low bid approved

A project which started seven years ago is finally reaching completion. Following a presentation of Lake Cumberland Area Development's Judy Keltner, the court voted, on her recommendation and the recommendation of CJE Mike Stephens, to award the low bidder, VanHook & Associates, Somerset, KY, the contract for the work at the Senior Citizens Center, located in Jim Blair Park, 801 Hudson Street, Columbia, KY. VanHook's Base Bid was $421,000. Alternate additiions for a $24,800 accoustical tile, and replacement of the metal roof, at a cost of $49,700, brought the project to a total of $495,500, under architect firm Brandstetter Carroll, Inc's estimate of $509,000.

The project was started under CJE Ann Melton in 2007, and Keltner noted that one of the Magistrates involved, Terry Hadley (7) had been worked on the project and was around, again to see it finished.

While the project is underway, Judge Stephens noted, the Parks & Recreation Board will be foregoing an estimated $6,000 in annual rents for the space being given over to the Senior Citizens. With no kitchen facilities, Magistrate Billy Dean Coffey (5) who also sits on the Parks & Rec Board said, there's really no meeting room to rent out. CJE Mike Stephens said that the facility is very expandable, and that, in the future facilities to make the gymnasium amenable as a venue for meetings and reunions may again be an option. VanHook's base bid, $421,000 and its total bid were well below totals of two other bidders, McNutt Construction and Scott, Murphy, and Daniel.

The vote was 8-0 on a roll call vote, on a motion by Magistrate Terry Hadley (7), and a second by Magistrate Sammy Baker, with Magistrates Harold Burton (1), Daryl Flatt (2), Perry Reeder (4), Billy Dean Coffey (5), and Greg Caldwell (6), and CJE Mike Stephens joining to affirm.

Encouraging news for changes at the Green River Animal Shelter

Sandy Ford, Director of the embattled Green River Animal Shelter, gave a report which offered hope for positive changes at the shelter. Ford reasons for trips to Lexington for very, very low priced animal food, seemingly to the satisfaction of the court, and told of cooperative work with Sugarfoot Farm Rescue coming in February, with an open house planned for Sunday, February 22, 2015 on World Spay Day. The court agreed to cut adoption rates to $50 during February, to try to find a sweet spot to get more adoptions, lower longer term housing and care for the dogs, and get a better adoption to euthanization ratio.

Ford addressed a "retail" problem at the shelter, that of bad odors entering the show room. She said that work was scheduled for as early as Wed 14 Jan 2015 to alleviate that problem.

Ford also requested moving assistant Pam to a full time position, following the resignation of Amanda Chadwell, a partime worker. That was approved, but the court table Director Ford's request for an additional part-time worker.

The court also voted to terminate its' contract with Casey County for the time being, though a contract with Green County will continue.

Judge Stephens said he is hopeful that sewer problems can be eliminated with help from the Columbia/Adair County Utilities District. He said that a number of grants are in the works which could be game changers.

Citizen Patrick Willis addresses the court

Citizen Patrick Willis asked questions addressed to Judge Stephens.

He asked about the appointment of Terry Corbin as Road Foreman, and the status of former Road Foreman Jobe Darnell, who held the position up until 4 Jan 2016.

Judge Stephens said that the position was a perogatative of the CJE, and that Darnell had not been reappointed.

Willis asked about possible conflicts of interest with Corbin's recent employment with the largest vendor for the Road Department, Gaddie-Shamrock. Judge Stephens said that all the work Gaddie-Shamrock does is on a bid basis, and could not be considered a conflict.

The exchange was conducted in a very civil manner.

Sheriff Harrison Moss' report approved
Sheriff Harrison Moss' report included his activity report as previously reported in CM: The Adair County Sheriff's Department , 424 Public Square, Columbia, KY, has issued the ACSO activity report for December 2014:

  • 9 Call response reports written
  • 5 Domestic abuse cases worked
  • 18 Non-injury accidents worked
  • 6 Injury accidents worked
  • 19 Out of county tranports

  • 16 Criminal summmonses served
  • 27 Subpoenas serves
  • 292 Hours of court security provided
  • 146 Vehicle inspections done
  • 387 - 911 calls
Sheriff Moss also reported that the property taxes are coming in at a very fast pace this year. His report was unanimously approved.

First reading changes for Policy & Procedures, re benefits

A first reading was approved for a policy and procedures change relative to benefits. It was unanimously approved. The change requires medical insurance benefits for employees who have as many as 30 hours per week. It is a requirement under the Affordable Care Act, CJE Mike Stephens said.

The court formalizes the position of Deputy CJE

The court unanimously approved the position of Deputy CJE Holly Grimsley. The voice vote was 8-0

Court approves continuity of government agreement

The court unanimously approved the appointment of first, Deputy CJE Holly Grimsley; secon, Fifth District Magistrate Billy Dean Coffey, and Third, Third District Magistrate Sammy Baker, to serve in CJE Mike Stephens' stead when he is unable to perform the duties of County Judge Executive.

Mike Keltner appointed as Deputy Emergency Disaster Director

The court approved the appointment of Mike Keltner to serve as Deputy Emergency Disaster Director. The position carries no pay. Greg Thomas continues as Emergency Disaster Director

Court approves SAR Coordinator

The court approved on a 7-1 vote, Greg Thomas as Search and Rescue Coordinator. Magistrate Daryl Flatt (2) cast the sole no vote.

Court approves appointment of Deputy Coroners

The court unanimously approved David Taylor and Tony Bragg as Deputy Coroners. The vote was 8-0 on a motion by Greg Caldwell (6) and Perry Reeder (4)>

Treasurer's Report approved

The court unanimously approved Adair County Treasurer Barry Corbin's report, which showed a reconciled balance in all funds of $442,438.82 in all funds.

Court unanimously approves report of Adair Regional Jailer Joey White

The court unanimously approved the report of Adair County Regional Jailer Joey White, which showed a total of $78, 524.02, less $24,131.38 for Adair County inmates and a total to collect of $64,423.16 for the month. The report was approved unanimously, 8-0.

Routine Matters Routinely Approved:

Approval of the Agenda, the minutes from meetings on December 9 and 22, 2014 and January 5, 2015; bills for payment, budget transfers in case of contingencies, and a second reading of the Policy and Procedures pertaining to making the Road Foreman a salaried rather than hourly position, were routinely and unanimously confirmed. Judy Keltner gives history of Senior Citizens Center project

Gave a report on the LCADD guided project to get a Senior Citizen's Center underway in Adair County, KY. The seven year project started under CJE Ann Melton. She and CJE Mike Stephens recommended the low bidder for the job, VanHook Construction of Glasgow, KY, be awarded a complete package contract for base project, a new accoustical ceiling, and a replacement for the metal roof. The total project cost is $495,500, under the budget by a few thousand dollars. The Senior Citizens Center will be inside the Jim Blair Community Park at 801 Hudson Street, Columbia, KY.

Newest magistrates represent Districts 6 and 7

For Terry Hadley, in deep thought above it is a second term and last night he got the opportunity to participate in the completion he played a key role in getting started seven years ago - the Senior Citizen's Center. Caldwell is a first term magistrate. He's the first African-American ever to sit on the court. He's was also the first African-American ever to sit on the Adair County School Board. And he and CJE Mike Stephens share another distinction. They both succeed in a rare feat, getting electing to a county wide office after serving on the school board. At far right mostly hidden is the senior member of the court, Billy Dean Coffey, who is second in line of succession, following Deputy CJE Holly Grimsley, should the CJE be unable to perform the duties of the office. - EW
