Columbia PD report details of fatality collision on bypass

Preliminary investigation indicates that driver fatally injured was WB on Bypass, failed to stop at traffic control light at intersection with KY 61 S, and travelled into path of 2001 Corolla, which was unable avoid the collision, police say. Adair County Fire Department extricated the victim by mechanical means. He is pronounced dead at Westlake Regional Hospital by AC Coroner Todd Akin. The investigation of the collision continues by Ofc. Drew Conn of the Columbia Police Department.

Columbia Police responded to an injury collision today, December 30, 2014, at 9:51amCT, at the intersection of the Veteran's Memorial Bypass and KY 61 South. The collision resulted in a Hardin County man being fatally injured.



On 12-30-2014 at 9:51amCT, Adair County 911 received a call from motorist that an injury collision had occurred at the intersection of the Veteran's Bypass and KY 61 south. Preliminary investigation shows that 55-year-old Ronald Harlan of Hardin County was travelling west on the bypass operating a 2001 Toyota Corolla and failed to stop at the traffic control light, regulating the intersection.

Harlan travelled into the path of 58 year old Vicki Loy of Columbia, KY, who was operating a 2010 Ford Focus north on KY 61. Loy was unable to avoid the collision and struck Harlan's vehicle in the driver's side door.

The impact resulted in Harlan being entrapped in the vehicle.

Columbia /Adair County Fire Department had to extricate him from the vehicle by mechanical means. Harlan was treated on scene by Adair County EMS and transported to Westlake Regional Hospital where he succumbed to his injuries and was pronounced deceased by Adair County Coroner Todd Akin.

Loy and her passenger 4 year old Garrett Moon were also treated and transported to Westlake Regional Hospital where they are in stable condition.

CPD Officer Drew Conn is investigating the collision.

Seatbelts were in use at the time of collision.
